长三角城市群产城融合机制与空间特征研究

【摘要】:随着《长三角城市群规划》出台,新型城镇化速度逐步加快,开发区数量逐渐增加,产城融合日益成为产业集聚区的建设目标,新型城镇化质量的权衡标准。在此情况下,政府需要出台合理的产业与城镇化政策,引导产城由分离走向融合。作为拉动中国经济发展动力之一的长三角城市群,它的产城融合实践影响到新型城镇化的推进效率,这也是本文选取长三角城市群作为研究对象的原因之一。此外,长三角地区将建成快速城际交通网络系统,这将对它的产城融合发展产生重要影响。在理论研究部分,基于研究背景和现有文献,本文详细阐述了产城融合的内在机制。此外还探析了长三角城市群产城融合现状,系统地对产城融合过程中存在的问题进行了梳理,认为其存在着产业雷同、城市环境污染、开发区产城竞争矛盾等问题,产城融合度受到产业发展、城市功能和人的发展三个层面因素的共同影响。在实证研究部分,本文通过构建55个评价指标,主要运用主成分分析方法,并在拓展计量分析方法——即增加了熵值法和AHP法的情况下,对长三角城市群城市的产城融合度进行了实证研究,得出省会城市的产城融合度明显高于非省会城市,沿江城市明显高于内陆城市,产城融合受到区域经济、技术、交通和城市基础设施的影响较大。在探析长三角城市群产城融合的空间特征方面,文章通过运用OpenGeoDa、mapinfo11.0、mathlab7.0、stata13.0等软件,在对产城融合度各分层指数进行横向分析、纵向比较之后,还探索了城市间的空间距离以及城市群网络经济效应对产城融合度的影响,得出的主要结论有:(1)一般情况下,产城融合度与城市规模和城镇化之间具有正向关联关系,多种评价方法测算的产城融合度具有一致性。(2)在探索性空间数据分析方法下测得的产城融合度具有较明显的空间集聚和差异特征。(3)区域间城市的区位关系及其距离中心城市上海的距离是影响产城融合度的重要因素,呈现新经济地理学的“∽”规律。(4)区域间城市与省会城市的经济联系强度也是影响产城融合度的主要因素。(5)城市群的网络经济效应对产城融合度亦起到正向促进作用。最后是研究结论与政策建议。本文根据实证结果,从影响因素出发,给出了促进长三角城市群各城市产城融合的5个建议,即提高中心城市经济增长质量,促进产业结构优化;加强次中心城市的影响力,扩大城市辐射;发挥好外围城市的协同作用,建立城市群协调机制;明确各自战略定位,促进产业一体化进程;推进产城联体规划,增加城市经济联系强度。
[Abstract]:With the introduction of the "Yangtze River Delta Urban agglomeration Planning", the speed of new urbanization is gradually quickening, the number of development zones is gradually increasing, and the integration of industrial and urban areas is increasingly becoming the construction goal of industrial agglomeration areas and the tradeoff standard of new urbanization quality. In this case, The government needs to introduce a reasonable policy of industry and urbanization to guide the production city from separation to integration. As one of the driving forces of China's economic development, the Yangtze River Delta urban agglomeration has an impact on the efficiency of the new urbanization. This is one of the reasons why the Yangtze River Delta urban agglomeration is chosen as the research object. In addition, the rapid intercity transportation network system will be built in the Yangtze River Delta region, which will have an important impact on the integration and development of its production and cities. Based on the research background and the existing literature, this paper expatiates on the internal mechanism of the integration of industrial and urban areas, and analyzes the present situation of the integration of production and city in the Yangtze River Delta urban agglomeration, and systematically combs the existing problems in the process of the integration of industrial and urban areas. It is considered that there are some problems such as industrial similarity, urban environmental pollution, contradiction of production and city competition in development zones, and the degree of integration of industry and city is influenced by three factors: industrial development, urban function and human development. In this paper, 55 evaluation indexes are constructed, and the principal component analysis (PCA) method is mainly used in this paper. Under the condition of expanding the econometric analysis method-entropy value method and AHP method, the paper makes an empirical study on the degree of urban convergence of urban agglomeration in the Yangtze River Delta. It is concluded that the degree of integration of production and city in provincial capital city is obviously higher than that in non-provincial capital city, the city along the river is obviously higher than inland city, and the integration of production city and city is subject to regional economy and technology. The influence of traffic and urban infrastructure is great. In analyzing the spatial characteristics of urban convergence in Yangtze River Delta urban agglomeration, by using OpenGeoDamapinfo11.0 / mathlab7.0 / stata 13.0 and other softwares, this paper makes a horizontal analysis on the stratification index of the degree of convergence of production and city, and compares it vertically. It also explores the influence of the spatial distance between cities and the economic effect of urban agglomeration network on the degree of convergence of cities and cities. The main conclusions are as follows: (1) in general, there is a positive correlation between the degree of financial integration of cities and the scale of cities and urbanization. The financial degree of industry and city measured by multiple evaluation methods is consistent. 2) under the exploratory spatial data analysis method, the financial degree of industry and city has obvious spatial agglomeration and difference characteristics. The distance from the central city of Shanghai is an important factor affecting the degree of integration of the industrial cities. Presenting the "~" Law of New Economic Geography. (4) the intensity of economic connection between regional cities and provincial capitals is also the main factor that affects the degree of convergence of production and city.) the network economic effect of urban agglomeration also plays a positive role in promoting the degree of integration of industrial cities. Finally, it is the conclusion of the research and policy recommendations. According to the empirical results, Based on the influencing factors, this paper gives five suggestions to promote the integration of the cities in the Yangtze River Delta urban agglomeration, namely, to improve the economic growth quality of the central cities, to promote the optimization of the industrial structure, to strengthen the influence of the sub-central cities, and to expand the urban radiation. The coordination mechanism of urban agglomeration should be established, the strategic orientation of each city should be clearly defined, and the process of industrial integration should be promoted.
