领导干部廉政档案信息管理系统的设计与实现

【摘要】：腐败已经成为世界问题,世界各国都不同程度地面临着腐败问题的困扰。如何加强廉政建设,有效遏制腐败问题的发生,各国提出了应对措施,如美国加强反腐败立法,新加坡建立《反贪污法》等。我国一直以来将廉政建设作为党和国家建设的重要组成部分,特别是党的十八大以来,习近平总书记把廉政建设工作提到了前所未有的高度,在多次会议上发表有关廉政建设的重要讲话,强调全党要深刻认识廉政建设的长期性、复杂性、艰巨性,以刮骨疗毒、壮士断腕的勇气,坚决把反腐败斗争进行到底。当前人们对反腐倡廉的呼声日高,作为政务工作的廉政档案管理成为反腐的关键环节,廉政档案管理既是对领导干部的实时监督,也是对干部的督促和保护。目前在日常管理工作中,随着信息数量和种类的增加,传统的人工查询或统计数据信息的方式已经不能满足实际需求,借助信息化手段管理廉政档案信息势在必行。随着“互联网+”理念的提出,互联网逐步实现同各传统产业的深度融合,为传统产业的运营和管理带来了重大的变革,各行各业利用互联网完成各种办公业务的现代化管理模式已经逐渐推广并日益完善。在这样的背景下,本文提出利用信息手段构建领导干部廉政档案信息管理系统。本文通过研究分析国内外廉政制度建设现状对我国当前廉政制度存在的可操作性不强等问题,提出了加强财产申报制度落实力度等的完善建议。文章通过梳理领导干部汇报个人事项的相关规定,并深入研究分析财产的内容,针对当前廉政档案管理中存在的财产内容不全的问题,提出将债券债务、遗产以及他人赠与这三项归类于财产的观点。文章通过对当前廉政档案管理制度的研究,解析了我国廉政监督工作的流程,并通过梳理当前廉政档案管理的实际业务需求,对系统的架构和数据库进行了设计,在此基础上,采用基于Visual Studio 2010平台的C#语言编程技术对各功能模块进行了编程实现,后台选用SQL Server 2008数据库存储数据,完成了领导干部廉政档案信息管理系统的建设。论文按照软件工程思想,运用UML建模了系统需求和设计的主要环节,系统包括系统管理、数据采集、查询检索、统计信息以及预警五大模块,这些模块的实现为监控领导干部经济状况的廉洁性提供了有效帮助。
[Abstract]:Corruption has become a world problem, all countries in the world are confronted with the problem of corruption to varying degrees.How to strengthen the construction of a clean government and effectively curb the problem of corruption has been put forward by various countries, such as the strengthening of anti-corruption legislation in the United States and the establishment of the Anti-Corruption Act in Singapore, and so on.China has always regarded the building of a clean government as an important part of the building of the party and the state. In particular, since the 18th National Congress of the Party, General Secretary Xi Jinping has raised the work of building a clean government to an unprecedented high.At many meetings, he delivered an important speech on the building of a clean government, stressing that the whole party should profoundly understand the long-term, complex, and arduous nature of building a clean and honest government, resolutely carry out the anti-corruption struggle to the end with the courage of scraping bones and treating poison and breaking the wrists of strong men.At present, the voice of people to fight corruption and advocate clean government is increasing. As a key link of anti-corruption, the management of clean government archives is not only the real time supervision of leading cadres, but also the supervision and protection of cadres.At present, in the daily management work, with the increase of the number and type of information, the traditional way of artificial inquiry or statistical data information can no longer meet the actual needs, so it is imperative to manage the clean government archives information by means of information technology.With the development of the concept of "Internet", the deep integration of Internet with traditional industries has brought great changes to the operation and management of traditional industries.Various industries use the Internet to complete a variety of modern office business management model has been gradually popularized and increasingly perfect.Under this background, this paper proposes to use information means to construct the information management system of leading cadres' clean government archives.Based on the research and analysis of the problems of the incorruptible system construction at home and abroad, such as the incorruptible system in our country, the paper puts forward some suggestions on how to strengthen the implementation of the property declaration system and so on.By combing the relevant provisions on reporting personal matters by leading cadres, and deeply studying and analyzing the contents of property, aiming at the problem of incomplete property content existing in the current clean government archives management, the article proposes to put forward bonds and debts.The idea that inheritance and other gifts are classified as property.Through the research of the current clean government archives management system, this paper analyzes the process of the clean government supervision work in our country, and through combing the actual business demand of the current clean government archives management, designs the system structure and database, on the basis of this,The programming technology of C # language based on Visual Studio 2010 platform is adopted to realize each function module. The database of SQL Server 2008 is used to store data in the background, and the information management system of leading cadres' clean government archives is built.According to the idea of software engineering, the paper uses UML to model the system requirements and main links of design. The system includes five modules: system management, data acquisition, query and retrieval, statistical information and early warning.The implementation of these modules provides effective help for monitoring the economic integrity of leading cadres.
