【摘要】：人民防空工程是地下空间的重要组成部分,在地下空间开发利用中处于绝对的主导地位。加强人民防空工程开发利用管理,促进人民防空工程“战备效益”、“经济效益”、“社会效益”的有机统一,是当前我国人民防空事业发展研究的重点问题。本文主要分为六个部分,第一部分绪论,主要介绍人民防空工程概念和人民防空工程在全世界范围的发展状况,第二部分介绍国内外人民防空工程开发利用管理经验借鉴,第三部分讨论A市人民防空工程开发利用管理现状与取得的成效,从A市人民防空工程开发利用的发展历程、管理现状、利用管理取得的成效,包括开发利用率逐年递增、投资主体逐步多元、开发利用形式逐渐丰富等方面讨论;第四部分就A地下商场进行具体案例分析,其中以民防工程建设与营运财务分析的特殊处理为前提,对项目的财务指标进行讨论;第五部分讨论A市人民防空工程开发利用管理存在的问题及成因;第六部分尝试给出提升A市人民防空工程开发利用管理与营运水平的对策建议。在研究中,本论文强调人民防空工程平战结合项目不同于一般性项目,应属于阶段性公共物品,因此在分析和评估的时候对其中的分析评估内容予以甄别、特殊处理。财务分析时,对其投入部分应区分为期初投入和功能拓展投入两部分予以计量,实际评估只考虑功能拓展投入部分。
[Abstract]:Civil air defense engineering is an important part of underground space, and it plays an absolute leading role in the development and utilization of underground space.Strengthening the management of development and utilization of civil air defense works and promoting the organic unity of "operational readiness benefit", "economic benefit" and "social benefit" of civil air defense project are the key issues in the development of civil air defense in China.This paper is divided into six parts, the first part is introduction, mainly introduces the concept of civil air defense engineering and the development of civil air defense engineering in the world, the second part introduces the management experience of development and utilization of civil air defense engineering at home and abroad.The third part discusses the present situation and achievements of the development and utilization management of civil air defense engineering in A city. From the development course, management status quo, the effect of utilizing management, including the increasing utilization rate of development year by year, the development and utilization of civil air defense engineering in A city is discussed.The fourth part makes a concrete case study on A underground shopping mall, which is based on the special treatment of civil defense engineering construction and operation financial analysis.The fifth part discusses the problems and causes of development and utilization management of civil air defense engineering in city A, and the sixth part tries to give some countermeasures and suggestions to improve the management and operation level of development and utilization of civil air defense engineering in city A.In the research, this paper emphasizes that the civil air defense project is different from the general project, and should belong to public goods, so the content of analysis and evaluation should be screened and treated in the process of analysis and evaluation.In financial analysis, the input part should be divided into two parts: the initial input and the functional expansion input, and only the functional expansion input is considered in the actual evaluation.
