泉州市无居民海岛开发中的政府管理研究

【摘要】：无居民海岛是海洋资源中重要的一部分,综合开发利用价值显著,对海洋事业的发展、经济空间的拓展,都具有重大意义。在我国重视发展海洋经济的大背景下,政府如何对无居民海岛的保护和合理开发利用进行管理是一个需要思考的课题。本文将泉州市无居民海岛开发中的政府管理作为研究对象,收集相关的政策文件和统计数据,并对部分无居民海岛实地考察,从泉州市无居民海岛的规划和开发情况着手,研究认为政府在管理上存在无居民海岛开发区域性规划不完善、多部门之间协调困难、政府未提升无居民海岛开发市场吸引力、海岛法颁布前政府未充分宣传无居民海岛生态环境保护、无居民海岛监管任务重等问题,经过分析,提出无居民海岛开发专业人才和信息资料不足、无居民海岛开发的协调角色缺位、政府忽视自己在无居民海岛开发中的引领角色、政府无居民海岛生态环境保护意识欠缺、海洋行政部门监管力量不足是导致问题存在的主要原因。在此基础上,借鉴国内外政府在无居民海岛开发中的管理经验,提出要促进无居民海岛规划的科学性、建立无居民海岛开发综合协调机制、加大政府扶持力度、强化无居民海岛生态环境保护意识、加强监管的建议,为完善政府在泉州市无居民海岛开发中的管理提供了参考。
[Abstract]:Non-inhabitant island is an important part of marine resources. The value of comprehensive exploitation and utilization is significant, which is of great significance to the development of marine industry and the expansion of economic space.Under the background that our country attaches great importance to the development of marine economy, it is necessary to think about how the government manages the protection and rational development and utilization of uninhabited islands.This paper takes the government management in the development of uninhabited islands in Quanzhou as the research object, collects the relevant policy documents and statistical data, and makes a field investigation of some uninhabited islands, starting with the planning and development of the uninhabited islands in Quanzhou.The study shows that the government has imperfect regional planning for the development of uninhabited islands in its management, coordination among various departments is difficult, and the government has not made the market attractive for the development of uninhabited islands.Before the promulgation of the Island Law, the government did not give full publicity to the protection of the ecological environment of the uninhabited islands and the heavy task of the supervision of the uninhabited islands. After analysis, it was pointed out that there were insufficient professional talents and information materials for the development of the uninhabited islands.The coordination role of the non-resident island development is absent, the government neglects its leading role in the non-resident island development, and the government lacks the ecological environmental protection consciousness of the non-inhabitant island.The main cause of the problem is insufficient supervision power of maritime administrative department.On this basis, drawing lessons from the management experience of the governments at home and abroad in the development of the uninhabited islands, it is proposed to promote the scientific nature of the planning of the uninhabited islands, to establish a comprehensive coordination mechanism for the development of the uninhabited islands, and to increase the support of the government.The suggestions of strengthening the consciousness of ecological environment protection and supervision of uninhabited islands provide a reference for improving the management of the government in the development of uninhabited islands in Quanzhou.
