电能计量设备一体化管理平台项目建设总体方案研究

【摘要】:随着国内电力市场用电规模的不断扩大,客户的用电需求更加个性化,这就要求电力公司能提供更优质的用电服务,缩短业务周期跨度,提高应急影响的水平。其中,对电力计量工作的要求,即要保障计量资产的良好运转,实现计量资产的全生命周期的管理。电能计量业务一体化平台构建在国家电网公司“SG186”工程一体化平台之内,其运用先进的地理空间信息技术(GIS)和射频识别技术(RFID)技术,在统一的用户界面上为招投标管理、计量检定试验、计量业务管理、计量配送管理的各层面管理人员提供丰富的各项计量数据支持。本研究结合北京市电力公司电能计量中心的业务现状,对其电能计量设备一体化管理平台的设计与安全保障体系进行了详细研究。 首先,对国内外电力计量设备管理信息系统应用的技术和平台的相关研究进行了总结概述;其次,对北京市电力公司电能计量设备的现状与系统建设必要性进行了分析,,并提出了系统建设的思路;再次,对北京市电力公司电能计量设备一体化管理平台建设进行了总体架构,包括平台建设总体结构、平台建设总体网络拓扑、平台建设总体架构,进而提出系统总体设计的理念;接着,从系统软件平台、系统硬件平台和系统安全性三方面对北京市电力公司电能计量设备一体化管理平台进行了具体的设计;最后,在需求与风险分析基础上,构建了北京市电力公司电能计量设备一体化管理平台信息安全保障体系。
[Abstract]:With the continuous expansion of the scale of domestic electricity market, the customer's demand for electricity is more personalized, which requires the power company to provide more high-quality electricity service, shorten the span of business cycle, and improve the level of emergency impact. Among them, the requirement of electric power metering work is to ensure the good operation of metering assets and realize the management of the whole life cycle of metering assets. The integrated platform of electric energy measurement business is built on the integrated platform of "SG186" project of State Grid Company. It uses advanced geospatial information technology and RFID technology to manage bidding on the unified user interface. Metrology test, metrology business management, metrological distribution management of all levels of management personnel to provide a wealth of metrological data support. According to the business situation of Beijing Electric Power Company Electric Energy Measurement Center, the design and safety guarantee system of the integrated management platform for electric energy metering equipment are studied in detail in this paper. Firstly, the paper summarizes the technology and platform of electric power metering equipment management information system at home and abroad. Secondly, it analyzes the current situation of electric energy metering equipment and the necessity of system construction in Beijing Electric Power Company. And put forward the train of thought of system construction; thirdly, the integrated management platform construction of electric energy metering equipment of Beijing Electric Power Company has carried on the overall structure, including the overall structure of the platform construction, the overall network topology of the platform construction, the overall architecture of the platform construction. Then put forward the concept of the overall design of the system; then, from the system software platform, system hardware platform and system security three aspects of the specific design of the Beijing Electric Power Company Electric Energy Metering equipment Integrated Management platform; finally, On the basis of demand and risk analysis, the information security guarantee system of integrated management platform of electric energy metering equipment of Beijing Electric Power Company is constructed.
