西南地区基层公共文化人才培养机制研究

【摘要】:当今世界,知识经济方兴未艾,人力资本在推动经济发展的过程中发挥着越来越大的作用,随着“人才强国”战略深入实施,全面深化改革的深入,公共文化服务体系建设的重要性日渐突出,公共文化人才的培养也成为了关注的焦点。西南地区作为我国西部内陆区域,自西部大开发战略实施以来,特别是十八大以来,公共文化服务体系建设取得了一些成绩,但总体来看,由于文化建设底子薄、欠账多,公共文化服务体系建设还存在“三个不适应”:与全面建成小康社会的目标要求还不相适应,与我国当前的经济社会发展水平还不相适应,与基层群众日益增长的精神文化需求还不相适应。而其中最重要的基层公共文化人才队伍方面,西南地区基层公共文化人才队伍建设方面明显的表现出规模不足,人才专业素质低下,人才结构分布不合理等问题,严重制约了西南地区基层公共文化服务质量的提升。基层公共文化人才作为基层公共文化事业发展的中坚力量,在满足广大人民群众精神文化生活需求,在巩固基层公共文化思想阵地,播撒社会主义精神文明,推动西南地区公共文化事业大发展有着关键作用。因此,在深化文化体制改革以及十三五规划对基层公共文化人才提出了更高要求的大背景下,文化部和西南各省、市、自治区都在积极地探索怎样才能建设一支能够担当重任、能够适应西南地区公共文化服务体系建设的高素质人才队伍。本论文主要内容包括导论、理论研究、实证调研、现状研究、问题及成因分析、对策研究六个部分,全文六章内容与这六部分一一对应。第1章为导论部分:通过对选题背景、问题提出、研究意义和相关研究现状文献以及研究内容、方法的阐述,为本文的所有研究做铺垫;第2章为概念与理论研究部分:通过对3个核心概念的界定以及2个理论基础研究和借鉴,划定此次研究对象及内容的范围界限,为研究提供理论起点;第3章为西南地区基层公共文化人才培养机制调研分析:调研设计、调研实施与分析、问卷数据分析以及调研结果分析,对西南地区基层公共文化人才培养机制进行了实证分析;第4章为西南地区基层公共文化人才培养机制现状部分:通过统计年鉴以及调研数据的分析,对西南地区基层公共文化人才队伍现状及西南地区基层公共文化人才培养机制现状进行了分析,是本文的重点部分;第5章为西南地区基层公共文化人才培养机制存在的问题和原因分析,是下一章对策建议的依据;第6章为对策研究部分:从树立科学的人才培养观念、健全人才培养需求分析机制、完善多元化的培养方式以及加强人才培养保障力度等方面提出完善西南地区基层公共文化人才培养的措施建议。西南地区基层公共文化人才培养是一个见效慢,耗时长的伟大工程,我们要看到西南地区基层公共文化人才对西南地区文化事业发展的重要性,高度重视西南地区基层公共文化人才的培养。
[Abstract]:In the present world, the knowledge economy is in the ascendant, and the human capital plays a more and more important role in the process of promoting the economic development. With the deep implementation of the "talent power" strategy and the deepening of the reform, the importance of the construction of public culture service system is becoming more and more prominent, and the cultivation of public cultural talents has become the focus of attention. As the inland region of the west of China, since the implementation of the western development strategy, especially since the eighteen, the construction of public cultural service system has made some achievements. However, in general, there are "three non adapts" in the construction of the public cultural service system because of the weak foundation of cultural construction and the construction of the public cultural service system, and the construction of a well-off society in an all-round way. The target demand is not adapted to the current level of economic and social development in China, and it does not adapt to the growing spiritual and cultural needs of the grass-roots people. In the most important grass-roots public cultural talent team, the construction of grass-roots public culture talent team in the southwest is obviously insufficient. The problems of low professional quality and irrational distribution of talents have seriously restricted the promotion of the quality of public cultural services at the grass-roots level in Southwest China. As the backbone of the development of grass-roots public cultural undertakings at the grass-roots level, grass-roots public cultural talents need to meet the needs of the people's spiritual and cultural life, and consolidate the grass-roots public cultural and ideological positions and spread them. Socialist spiritual civilization plays a key role in promoting the development of public cultural undertakings in the southwestern region. Therefore, under the background of deepening the reform of the cultural system and the higher requirements for the grass-roots public cultural talents in 13th Five-Year, the Ministry of culture and the provinces, cities and autonomous regions of the southwest are actively exploring how to build one. In this paper, the main contents include introduction, theoretical research, empirical research, current situation research, problems and causes analysis, and six parts of the countermeasure research. The full text six chapters correspond to the six parts. The first chapter is the introduction part: through the back of topic selection In the second chapter, the definition of the 3 core concepts and the study and reference of the 2 theoretical foundations, the scope of the research object and content is delimited to provide the research for the research. The third chapter is the research and analysis of the training mechanism of grass-roots public culture in Southwest China: research and design, research implementation and analysis, questionnaire data analysis and research results analysis, and the empirical analysis of the grass-roots public culture personnel training mechanism in the southwest region; the fourth chapter is the status of the grass-roots public culture personnel training mechanism in the southwest. Part: through the analysis of statistical yearbook and survey data, the present situation of grass-roots public culture talent team in Southwest China and the current situation of grass-roots public culture personnel training mechanism in Southwest China are analyzed. It is the key part of this article. The fifth chapter is the analysis of the problems and reasons for the cultivation mechanism of the grass-roots public culture in the southwest of China. The sixth chapter is the research part of the Countermeasures: from the aspects of establishing scientific talent training concept, perfecting the analysis mechanism of talent training demand, perfecting the diversified cultivation mode and strengthening the protection of talent training, the paper puts forward the measures to improve the training of grass-roots public literary talents in the southwest region. The cultivation of common cultural talents is a great project which is slow and time-consuming. We should see the importance of grass-roots public cultural talents in Southwest China to the development of cultural undertakings in the southwest region, and attach great importance to the cultivation of grass-roots public cultural talents in the southwest.
