河北遵化市铁厂镇20MWp光伏并网发电项目综合效益评价

【摘要】:党的十八大报告关于能源问题的论述中强调进一步加强节能降耗,支持节能低碳产业的发展,鼓励运用先进技术开发清洁能源,着重进一步改善我国的能源结构体系,其中把可再生能源作为改善能源结构的突破点,而作为可再生能源重要组成部分的太阳能,就必然成为能源结构改革的关键点。因此,本文将以河北遵化市铁厂镇20MWp光伏并网发电项目为背景对其综合效益进行评价,为后续相关项目的建设提供参考。首先,本文系统的介绍了国内外光伏发电产业发展及其分析评价的研究现状,论述了我国光伏发电项目综合效益评价的理论基础;其次,介绍了综合效益评价指标体系的构建原则,结合项目的实际情况构建了河北遵化市铁厂镇20MWp光伏并网发电项目综合效益评价指标体系,并详细介绍了评价指标的含义以及计算方法。再次,根据项目前期运行数据和项目发电量,计算项目运营收入和运营成本,通过对变电站项目投资资本和建设资金的筹措相关资料分析,计算并整理出项目的现金流量表、总成本费用表、利润与利润分配表和资产负债表,为后续指标分析奠定数据支撑,并对项目的经济效益指标进行了详细的计算和分析,同时与行业基准进行对比分析,根据地区国民经济和社会发展统计公报相关数据,对项目社会经济效益和环境效益进行分析,例如地区经济增长,居民收入水平以及项目对社会环境带来的影响等等指标,对影响太阳能发电效率的太阳电池组件规格选择、太阳电池列阵方式的选择、逆变器的选择、光伏系统布置、节能降耗技术措施项目的等技术效益指标进行分析;最后运用物元评价相关理论构建了遵化铁厂镇20MWp综合效益评价模型,并对其进行了评价,最终得出评价结果为良好,并对评价结果进行了分析,为后续类似项目的建设提供了相关建议。
[Abstract]:In the exposition on energy issues in the report of the 18th National Congress of the CPC, it emphasized further strengthening energy conservation and reducing consumption, supporting the development of energy-saving and low-carbon industries, encouraging the use of advanced technology to develop clean energy, and focusing on further improving the energy structure system in China. Taking renewable energy as the breakthrough point to improve energy structure, and solar energy as an important part of renewable energy, will inevitably become the key point of energy structure reform. Therefore, this paper will evaluate the comprehensive benefit of 20MWp photovoltaic grid-connected power generation project in Tie-chang Town, Zunhua City, Hebei Province, and provide a reference for the construction of related projects. First of all, this paper systematically introduces the development of photovoltaic power generation industry at home and abroad and the research status of its analysis and evaluation, and discusses the theoretical basis of comprehensive benefit evaluation of photovoltaic power generation projects in China. This paper introduces the construction principle of comprehensive benefit evaluation index system, and constructs the comprehensive benefit evaluation index system of 20MWp photovoltaic grid-connected power generation project in Tiefang Town, Zunhua City, Hebei Province, combined with the actual situation of the project. The meaning and calculation method of evaluation index are introduced in detail. Thirdly, according to the pre-project operating data and project electricity generation, calculate the project operating income and operating costs, through the substation project investment capital and construction funds related information analysis, calculate and collate the project cash flow statement. The total cost statement, profit and profit distribution table and balance sheet are used to lay the data support for the subsequent index analysis, and the detailed calculation and analysis of the economic benefit index of the project are carried out, at the same time, it is compared with the industry benchmark. According to the relevant data of the statistical bulletin on regional national economic and social development, the social and environmental benefits of the project are analyzed, such as the regional economic growth, the level of residents' income, the impact of the project on the social environment, and so on. The selection of solar cell module specification, solar cell array mode, inverter selection, photovoltaic system layout, energy saving and consumption reduction technical measures and other technical benefit indexes which affect the efficiency of solar power generation are analyzed. Finally, the comprehensive benefit evaluation model of 20MWp in Tiechang Town of Zunhua is constructed by using matter-element evaluation theory, and the evaluation results are obtained, and the evaluation results are analyzed. Some suggestions are provided for the construction of similar projects.
