农民土地财产性收入:理论构建与实证研究

【摘要】:“三农问题”一直是制约中国经济体制改革的重要课题,提高农民收入是“三农”工作的重点,而财产性收入是农民收入的短板所在。由于农民所能依靠的财产主要是宅基地和承包地,所以提高农民土地财产性收入势在必行。本研究以甘肃省敦煌市为例,运用文献分析和经济理论推导,构建农民土地财产性收入理论体系,通过调查,实证测度农民土地财产性收入;运用多项有序逻辑回归分析农民土地财产性收入的影响因素;根据“推拉理论”探讨农民获取土地财产性收入意愿,并进行案例分析;最后提出建议。本研究得到的主要结论有:⑴农民土地财产性收入是农民对其拥有的土地产权发生在让渡过程中获取的非生产性收入,具有依赖性、多样性、计量的复杂性、不确定性的特征和4个重要功能。⑵农民土地财产性收入情景有3类,分别是政策依赖情景、农地流转情景、宅基地流转情景。政策依赖主要体现在土地补偿费和农业补贴,农地流转主要发生在城郊地区、适宜耕作的农地,而宅基地流转主要是为了节省一定的生活成本或者是提高生活质量。⑶农用地财产性收入有13个显著的影响因素,显著性最高的因素有农用地离主街道距离和是否有鼓励土地流转政策,性别和乡镇农业技术环境因素影响不显著,年龄影响力未知。宅基地财产性收入有11个显著的影响因素,显著性最高的因素有房屋面积和土地是否被征收,性别因素影响不显著,年龄影响未知。⑷根据“推拉理论”分析,获取土地财产性收入的推力因素主要有能为家庭增加收入、政策鼓励、农用地或宅基地/房屋闲置、稳定的非农收入、想进城居住等,拉力因素主要有收入按时足额获取问题、生活质量问题、不愿意失去父辈留下的土地、就业问题、生活保障问题等。只有当推力因素获得的利益大于拉力因素损害的利益时,农民才愿意获取土地财产性收入。⑸在系统研究的基础上提出政策建议:完善农村土地产权制度和土地市场;完善政策引导机制;完善区域调节机制;完善社会服务机制。
[Abstract]:The issue of "agriculture, countryside and farmers" has always been an important issue that restricts the reform of China's economic system. Raising farmers' income is the focus of the work of "agriculture, rural areas and farmers", while property income is the short board of farmers' income. Because the property that the farmer can rely on is mainly the homestead and the contracted land, it is imperative to improve the income of the farmer's land property. This research takes Dunhuang City of Gansu Province as an example, using literature analysis and economic theory derivation, constructs the farmer land property income theory system, through the investigation, measures the farmer land property income empirically; This paper analyzes the influencing factors of farmers' land property income by multiple logical regression analysis, probes into peasants' willingness to obtain land property income according to "push-pull theory", and makes case analysis. Finally, some suggestions are put forward. The main conclusions of this study are that the land property income of 1% 1 is the unproductive income obtained by farmers in the process of transferring their land property rights, which is dependent, diverse, and complex in measurement. The characteristics of uncertainty and the four important functions of 2. 2 Farmers' land property income scenarios are classified into three categories: policy dependence scenario, farmland transfer scenario and homestead circulation scenario. Policy dependence is mainly reflected in land compensation fees and agricultural subsidies, and the transfer of agricultural land mainly takes place in suburban areas and is suitable for cultivation of agricultural land. And the main purpose of homestead transfer is to save a certain cost of living or to improve the quality of life. 3. There are 13 significant influencing factors on the income of agricultural land property. The most significant factors were the distance of agricultural land from the main street and whether there was a policy to encourage land transfer. Gender and rural agri-technical environmental factors had no significant influence, but the influence of age was unknown. There were 11 significant influencing factors on the income of homestead property, the most significant factors were whether the housing area and land were expropriated, the gender factor was not significant, and the age influence was unknown .4 according to the "push-pull theory" analysis. The thrust factors of obtaining land property income mainly include increasing income for families, encouraging policies, idle agricultural land or homestead / houses, stable non-agricultural income, wanting to live in cities, etc. The main factors of pulling power are the problem of obtaining income in full and on time. Quality of life, do not want to lose the land left by their parents, employment problems, life security issues. Only when the benefit of the thrust factor is greater than the benefit of the pull factor, the farmer is willing to obtain the income of land property. 5. On the basis of the systematic research, the author puts forward some policy suggestions: perfecting the rural land property right system and the land market; Perfect the policy guidance mechanism; perfect the regional regulation mechanism; perfect the social service mechanism.
