开封市经济适用房政策的实施效用分析

【摘要】:住房问题对于每一个国家来说都是一个基本问题,无论是处于哪一个阶层的居民都有着基本的住房需求。因此,能够良好的解决住房问题,对于一个国家的稳定与发展都有着极为重要的作用。在我国,由于工业的发展与城市化水平的不断提高,越来越多的人涌入大城市,造成了极大的城市人口压力,又由于居民收入两极分化现象越来越严重,导致城市中大量中低收入居民只能望楼兴叹,住房问题在我国已经成为一个亟待解决的社会问题。为了解决住房问题,我国国务院在1998年下发了《关于进一步深化城镇住房制度改革,加快住房建设的通知》,建立了一套以经济适用房为主体的住房供应系统。作为我国住房体制改革的纲领性文件,文件明确提出在停止住房实物分配的同时,要根据居民的住房经济承受能力和心理承受能力建立多层次的住房供应体系:高收入者购买或租赁市场价商品房,中低收入者购买经济适用房,最低收入者租用政府或单位提供的廉租房。经济适用住房保障体系我国住房保障体系中极为重要一环,因此必须围绕我国经济适用房制度做出合理的政策安排。因此,要调整我国经济适用房的供需结构,引导相关资源投入经济适用房的建设,这对于平抑房价,缓解我国住房压力,解决大量中低收入阶层的住房问题具有重要的现实意义。这一系统在很长一段时间内有效的解决了我国当时低收入居民住房困难的问题。但是随着社会大环境的改变与改革的深入发展,以经济适用房为主体的住房供应系统也出现了许多的问题,如供给小于需求、选址困难等,随着经济适用房政策在运行过程中暴露出来的问题越来越多,这也引发了社会各界学者对于经济适用房政策"存" "废"的讨论。因此,对于经济适用房政策的实施效用进行分析,看其推行效果如何,是否有效缓解了城市低收入居民的住房问题以及经济适用房的使用者对于经济适用房是否满意,对于经济适用房政策的"存""废"之争具有帮助作用,同时,也有利于解决我国当前的住房问题。我国目前关于经济适用房政策的研究,大部分都集中在政策制定者的视角,内容多仅限于建造、销售、管理等方面。因此本文从三个方面出发对经济适用房政策展开研究,不仅对建造、销售方面与后期管理方面做了研究分析,还从政策的利益相关者角度对经济适用房政策的实施效用展开研究,这也是本文的一个创新点。本文以河南省开封市为研究个案,对城市中经济适用房政策的实施效用这一问题展开实践调查,分析经济适用房政策在城市中的执行情况与实施效用,并根据调查分析结果提出有效解决开封住房问题的基本思路。首先,本论文第一部分对应论文第一章与第二章,主要从研究意义以及选题背景出发,以此来说明为何要将经济适用房社会政策的实施效用分析问题作为选题,然后对相关概念进行界定,进而阐述本论文研究思路和研究方法,说明如何来进行对该选题的研究,最后对国内外相关研究进行了分析,以此加深本论文的研究层次。其次,本论文第二部分对应论文第三章、第四章与第五章,首先基于从统计公报得到的调查数据,对开封市自建造经济适用房开始,历年的建设面积、单价、总价、选址、供应对象等情况对开封市经济适用房政策的实施效用进行分析,并对经济适用房政策在运行过程中出现的问题进行细化。同时通过调查开封市经济适用住房住户得到住户对经济适用房政策实施效用的评价,将所得数据代入住房效用评价模型中对经济适用房政策实施效用的进行统计分析,通过理论分析和实证研究,得出了受益人效用变化及其评价结果,揭示了以经适房为代表的产权式保障房政策受益人各类效用变化的政策意义。最后,对开封市经济适用在政策在运行过程中出现的问题进行总结。再次,本论文第三部分对应论文第六章,通过对国外发达国家住房保障政策的描述,总结国外住房保障政策的优点,对开封的经济适用住房政策起到借鉴作用。最后,本论文第四部分对应论文第七章,基于影响经济适用房政策实施的相关因素的分析,同时对比部分发达国家施行的住房保障政策,从保障政策实施连贯性与持续性、细分政策受益群体的准入标准与政策应更关注人居效应等方面提出改善经济适用房政策的建议。从而为更好解决开封住房问题提出思路,为我国保障性住房制度的创新提供建议。
[Abstract]:The housing problem is a basic problem for every country, no matter what class of residents have basic housing needs. Therefore, a good solution to the housing problem has a very important role for the stability and development of a country. In China, the development of industry and the level of urbanization are not. As a result, more and more people are pouring into the big cities, which has caused great urban population pressure, and the polarization of the residents' income is becoming more and more serious, which leads to a large number of middle and low income residents in the city, and the housing problem has become an urgent social problem in our country. In order to solve the housing problem, our country's state affairs are the state affairs. In 1998, the hospital issued a notice on further deepening the reform of the urban housing system and speeding up the housing construction, and established a set of housing supply system based on affordable housing. As a programmatic document of the reform of the housing system in China, the document clearly proposed that the housing economy should be stopped at the same time, according to the housing economy of the residents. Capacity and psychological capacity to establish a multi-level housing supply system: high income buyers to buy or lease market price commodity housing, low income buyers to buy affordable housing, the lowest income people rent low rent housing provided by the government or unit. The economic housing security system in China is a very important part of the housing security system, so it must be around Therefore, we should make reasonable policy arrangements for the system of affordable housing in our country. Therefore, it is important to adjust the supply and demand structure of the affordable housing in our country and guide the related resources to the construction of affordable housing. It is of great practical significance to suppress the housing price, alleviate the housing pressure and solve the housing problem of a large number of middle and low income strata. This system is very long. A period of time effectively solved the problem of housing difficulties for low-income residents at that time. However, with the change of the social environment and the deepening of the reform, many problems have appeared in the housing supply system, which is the main body of affordable housing, such as the supply of less than demand, the difficulty of location, and so on, with the policy of affordable housing in operation There are more and more problems exposed, which also leads to the discussion of the "save" and "waste" of the policy of affordable housing in all circles of society. Therefore, the effect of the implementation of the policy on affordable housing is analyzed to see whether the effect of its implementation, whether it effectively alleviates the housing problem of the urban low-income residents, and the user of the affordable housing. Whether the economic housing is satisfied or not, it is helpful to the "saving" and "waste" of the policy of affordable housing. At the same time, it also helps to solve the current housing problem in our country. At present, the research on the policy of affordable housing in China is mainly focused on the perspective of policy makers, and the content is limited to construction, sales, management and so on. This paper studies the policy of affordable housing from three aspects, not only on the construction, sales and post management, but also from the angle of policy stakeholders to study the effectiveness of the implementation of the policy of affordable housing, which is a new point in this article. This article is a case study of Kaifeng City in Henan province. This paper carries out a practical investigation on the effectiveness of the policy of affordable housing in the city, analyzes the implementation and effectiveness of the policy of affordable housing in the city, and puts forward the basic ideas to effectively solve the problem of Kaifeng housing in the light of the results of the investigation and analysis. First, part one of this paper is corresponding to the first and second chapters of the paper, mainly from the first chapter. On the basis of the research significance and the background of the topic, this paper explains why the utility analysis of the social policy of affordable housing should be selected as a topic, and then the relevant concepts are defined, and then the research ideas and methods of this paper are expounded, and the research on the topic is explained. Finally, the relevant research at home and abroad is divided. Secondly, the second part of this thesis corresponds to the third chapter, the fourth chapter and the fifth chapter. First, based on the survey data obtained from the statistical bulletin, the construction area, the unit price, the total price, the location, the supply object and so on are applied to Kaifeng City for the economic application of housing, based on the survey data obtained from the statistical bulletin. The implementation effectiveness of the policy is analyzed, and the problems arising in the running process of the affordable housing policy are refined. At the same time, the utility of the household to the affordable housing policy is evaluated through the investigation of the affordable housing households in Kaifeng City, and the results are replaced by the income data into the housing utility evaluation model to implement the economic housing policy. Through the statistical analysis, through theoretical analysis and empirical research, the benefit of beneficiaries' utility changes and their evaluation results are obtained. The policy significance of various kinds of utility changes of the beneficiaries of the property protection housing policy, represented by the suitable housing, is revealed. Finally, the problems in the economic application of Kaifeng City in the process of operation are summarized. The third part of this thesis corresponds to the sixth chapter of the paper. Through the description of the housing security policy of the developed countries, it summarizes the advantages of the foreign housing security policy, and plays a reference role to the economic housing policy of Kaifeng. Finally, the fourth part of this paper corresponds to the seventh chapters of the paper, based on the related factors affecting the implementation of the policy of affordable housing. At the same time, compared with the housing security policies implemented in some developed countries, the suggestions of improving the economic housing policy are proposed from the aspects of the consistency and sustainability of the policy implementation, the access standards and the policies of the beneficiary groups, which should be paid more attention to the population effect. The innovation of the barrier housing system provides advice.
