计量信息管理系统的设计与开发

【摘要】:计量是指实现单位统一、量值传递的活动。它的特点是以精确的数据为基础,在操作过程中保证每一个环节都应严格遵照规程或规定执行。把握计量,正确、高效地实施计量活动,是计量管理的首要任务。上个世纪70年代,欧美等国家开始了计量管理系统的建设工作,他们凭借先进的计算机技术、信息技术和网络技术,目前已经建立了成熟的体系[1]。20世纪80年代后期,我国计量管理系统逐步开始建设和应用。在国防科技工业计量“十五”项目规划及实施中,计量管理系统被列为信息网络建设的重点,并取得了较好的结果。 本文根据计量管理相关的指令和指导性文件:《中华人民共和国计量法》、《国防计量监督管理暂行规定》,及《国防科技工业计量监督实施办法》、《国防科技工业计量检定人员管理办法》、《国防科技工业计量标准器具管理办法》、《国防科技工业专用测试设备计量管理办法》等配套规章的规定和相关质量体系文件的要求,研究了我国计量工作的执行办法,分析了中航工业沈阳发动机设计研究所测试计量中心(简称测试计量中心)长期以来计量管理的方式和方法中所取得经验和存在的弊病,设计和开发了计量信息管理系统。 中航工业沈阳发动机设计研究所是一个提供标准化、计量管理和质量监督的技术保障部门,其下属测试计量中心主要承担建立本所内最高计量标准和量值传递,执行周期检定、校准及相关测试工作。由于计量检定工作量的不断增加,该测试计量中心原有的管理模式已不能很好地满足现今的需要,主要凸显的不足有:工作效率不高,质量控制不严格,劳动成本较大,数据统计和采集不准确等方面。 针对这些问题,本文基于工作流技术,将传统纸介质操作的流程移植到计算机上运行,细化测试计量中心各个职能部门的功能,并对其权限进行分级管理,依照计量管理办法编制严格控制文件的流转。最终实现了以计算机网络为平台的计量信息管理系统,为测试计量中心提供了信息自动化的管理模式,从而取代了传统的手工管理体制。 本系统主要采用C/S结构框架,选择VB.NET作为程序开发语言,使用ADO技术实现对Microsoft Access2003数据库的访问和维护。整个系统分为收发管理,科室管理,资金管理,综合查询和系统管理五大模块。收发管理模块负责规范化管理测试计量中心内部测量设备的流转。科室业务管理模块负责管理各科室内部测量所需的器具。资金管理模块负责对送检客户缴费查询和确认。综合查询模块负责实现对仪表、用户等信息的查询。系统管理模块主要包括操作员管理,,数据库备份,日志管理,数据库恢复,权限组管理等功能。 目前,计量信息管理系统已成功开发并投入运行,现已基本能满足测试计量中心的日常工作,经过数个月的平稳运行证明,该系统使用情况良好,有效地改善了工作质量,提升了人员的工作效率。使用结果也表明本系统仍有一些工作有待扩充和细化,今后将逐步实现计量人员的培训管理,新型计量标准申报管理等模块的开发。
[Abstract]:Metrology refers to the activity of realizing the unity of units and transferring the value of measurements.It is based on precise data and guarantees that every link should be strictly carried out according to rules and regulations in the course of operation.Grasping metering and carrying out metering activities correctly and efficiently are the primary tasks of metering management.In the 1970s, European and American countries began to carry out metering management. With the help of advanced computer technology, information technology and network technology, they have established a mature system [1]. In the late 1980s, China's measurement management system gradually began to be built and applied. Listed as the focus of information network construction, and achieved good results.
According to the relevant directives and guiding documents of metrological management, this paper states that "metrological law of the People's Republic of China", "provisional regulations for the supervision and administration of national defense metrology" and "measures for the implementation of metrological supervision and administration of national defense science, technology and industry", "measures for the management of metrological personnel in national defense science, technology and industry", "measures for the management of metrological standards and instruments in national defense science and technology industry", "measures for the management of This paper studies the implementation methods of measurement work in China, and analyzes the experience gained by the test and measurement center of Shenyang Institute of Engine Design and Research of China Aviation Industry for a long time. Design and develop the measurement information management system.
Shenyang Engine Design Institute of China Aviation Industry is a technical support department which provides standardization, metering management and quality supervision. Its test and measurement center is mainly responsible for the establishment of the highest metering standards and the transfer of measurement values, the implementation of cycle verification, calibration and related testing. The original management model of the test and measurement center can not meet the needs of today. The main shortcomings are: low efficiency, poor quality control, high labor costs, inaccurate data statistics and collection.
In order to solve these problems, this paper based on workflow technology, transplants the traditional paper medium operation flow to the computer, refines the function of each functional department of the test and measurement center, and manages its authority hierarchically, compiles the strict control file flow according to the measurement management method, and finally realizes the computer network platform. The measurement information management system provides an automatic management mode for the test and measurement center, thus replacing the traditional manual management system.
This system mainly uses C/S structure frame, chooses VB.NET as program development language, and uses ADO technology to realize the access and maintenance of Microsoft Access 2003 database.The whole system is divided into five modules: transceiver management, Department management, fund management, comprehensive inquiry and system management.The transceiver management module is responsible for standardized management of test and measurement. The fund management module is responsible for the inquiry and confirmation of the customers'fees. The comprehensive inquiry module is responsible for the inquiry of the instruments, users and other information. The system management module mainly includes operator management, database backup, log. Management, database recovery, permission group management and other functions.
At present, the measurement information management system has been successfully developed and put into operation, and it can basically meet the daily work of the test and measurement center. After several months of smooth operation, the system has been proved to be in good condition, effectively improving the quality of work, and improving the efficiency of personnel. The results also show that the system still has some work to be done. Expansion and refinement, the future will gradually realize the training and management of metering personnel, new measurement standards declaration and management module development.
