我国城市基础设施建设可持续发展水平评价研究

【摘要】:城市基础设施作为城市综合服务功能的物质载体,对城市经济发展、社会进步、环境友好等众多方面都产生重要影响,已成为城市可持续发展的基础。然而,纵观我国城市基础设施建设情况,普遍存在盲目投资、规划不合理、与城市经济社会环境不相匹配等诸多不可持续问题,严重制约城市可持续发展。因此,深入研究我国城市基础设施建设可持续发展问题,考量其所处的状态和水平,从而指导城市基础设施建设以引导城市持续增长,对我国城市基础设施建设可持续发展乃至我国城市可持续发展具有重要意义。首先,论文对城市基础设施的内涵与特征进行了梳理和总结,界定了城市基础设施研究范围,并对与城市基础设施建设可持续发展相关的理论进行了阐述,为论文奠定了坚实的理论基础;根据中国统计年鉴数据分析了我国城市基础设施建设可持续发展现状,并总结了我国城市基础设施建设可持续发展的现实困境。其次,通过文献研究法和专家访谈法,从经济、社会、环境三个维度构建了包含18个指标在内的城市基础设施建设可持续发展水平评价指标,并利用熵值法确定了各系统层和各指标的权重;在此基础上,利用灰色系统理论中的灰色关联度评价方法构建了城市基础设施建设可持续发展水平评价模型,并依据相关研究确定了城市基础设施建设可持续发展水平分类标准。然后,通过对我国大陆内的22个省会城市、4个直辖市以及4个自治区首府相关数据的收集和整理,对我国城市基础设施建设可持续发展水平和状态进行评价;根据确定的城市基础设施建设可持续发展水平分类标准对我国大陆内的省会城市、直辖市以及自治区首府基础设施建设可持续发展水平和状态以及发展趋势进行分析,并按照经济区域划分对我国东部、中部、西部、东北地区城市基础设施建设可持续发展水平和状态进行区域分析。最后,针对我国城市基础设施建设可持续发展的状态和存在的问题,提出了相应的对策建议,以期提高我国城市基础设施建设可持续发展水平。论文构建了一个城市基础设施建设可持续发展水平灰色关联评价模型,研究表明,2005-2014年间我国城市基础设施建设可持续发展水平存在较小波动,但总体呈上升趋势,目前大部分城市处于中等较高水平,其中贵阳、广州、兰州、呼和浩特、武汉、乌鲁木齐、石家庄上升幅度较大;就我国城市基础设施建设可持续发展水平分布格局而言,呈现东部地区水平中等、中部地区水平较低、西部地区和东北地区水平更低的现象,与我国城市经济发展水平分布情况基本类似。
[Abstract]:As the material carrier of urban comprehensive service function, urban infrastructure has an important impact on urban economic development, social progress, environmental friendliness and so on, and has become the basis of urban sustainable development. However, looking at the situation of urban infrastructure construction in China, there are many unsustainable problems, such as blind investment, unreasonable planning, and not matching with the urban economic and social environment, which seriously restrict the sustainable development of cities. Therefore, the sustainable development of urban infrastructure construction in China is deeply studied, and the status and level of urban infrastructure construction are considered to guide the urban infrastructure construction to guide the sustained growth of the city. It is of great significance to the sustainable development of urban infrastructure construction and even the urban sustainable development of our country. First of all, the paper summarizes the connotation and characteristics of urban infrastructure, defines the scope of urban infrastructure research, and expounds the theory related to the sustainable development of urban infrastructure construction. It lays a solid theoretical foundation for the thesis, analyzes the status quo of sustainable development of urban infrastructure construction in China according to the data of China Statistical Yearbook, and summarizes the realistic predicament of sustainable development of urban infrastructure construction in China. Secondly, through the method of literature research and expert interview, this paper constructs the evaluation index of the sustainable development level of urban infrastructure construction including 18 indicators from the three dimensions of economy, society and environment. The weight of each system layer and index is determined by entropy method, and on this basis, the evaluation model of sustainable development level of urban infrastructure construction is constructed by using the grey relational degree evaluation method in grey system theory. The classification standard of sustainable development level of urban infrastructure construction is determined according to relevant research. Then, through the data collection and collation of 22 provincial capitals, 4 municipalities directly under the Central Government and 4 autonomous regional capitals in the mainland of China, the level and status of sustainable development of urban infrastructure construction in China are evaluated. According to the classification standard of sustainable development level of urban infrastructure construction, this paper analyzes the level, status and trend of sustainable development of infrastructure construction in the capital cities, municipalities directly under the Central Government and autonomous regions in the mainland of China. The sustainable development level and status of urban infrastructure construction in the eastern, central, western and northeast regions of China are analyzed according to the economic regions. Finally, in view of the status and problems of sustainable development of urban infrastructure construction in China, the corresponding countermeasures and suggestions are put forward in order to improve the sustainable development level of urban infrastructure construction in China. This paper constructs a grey relational evaluation model of the sustainable development level of urban infrastructure construction. The research shows that the sustainable development level of urban infrastructure construction in China from 2005 to 2014 has a small fluctuation, but the overall trend is on the rise. At present, most cities are at a medium and high level, of which Guiyang, Guangzhou, Lanzhou, Hohhot, Wuhan, Urumqi and Shijiazhuang are rising by a relatively large margin; as far as the distribution pattern of sustainable development of urban infrastructure construction in China is concerned, The phenomenon of middle level in eastern region, lower level in central region, lower level in western region and northeast area is similar to the distribution of urban economic development level in China.
