创新驱动战略下山西科技创新型人才环境实证研究
[Abstract]:Today, with the development of globalization, the ability of science and technology innovation has become the key embodiment of a country's strength and the key point of a country's development. Therefore, the 18th National Congress of the Communist Party of China put forward the "innovation-driven strategy", taking innovation as the driving force of economic development. In order to respond to the call of the national "innovation-driven strategy", Shanxi Province put forward the "Innovation Action Plan", the implementation of which needs to give full play to the strength of science and technology innovative talents. The cultivation and development of scientific and technological innovative talents can not be separated from the role of environment, which has an important impact on the quality and development direction of scientific and technological innovation talents. A good environment will attract excellent talents and stimulate their initiative, while a poor environment will hinder the development of talents and lead to the brain drain. In order to encourage the talents of scientific and technological innovation in Shanxi province to give full play to their own role, this paper studies the environment of scientific and technological innovation talents in Shanxi Province from the macro, meso and micro perspectives based on the theory of talent environment. In this study, 350 questionnaires were distributed, 297 valid questionnaires were collected, and the effective rate was 85. By using the SPSS17.0 statistical analysis tool, this paper makes a descriptive statistical analysis on the satisfaction degree and the importance of the individual demand of scientific and technological innovation talents and the environment of scientific and technological innovation talents in Shanxi Province. On this basis, the policy supply environment and individual demand are combined, and the principal component analysis method is used to analyze the scientific and technological innovation talent environment in Shanxi Province, and to find out the main components that determine the scientific and technological innovation talent environment. On the basis of the principal component linear expression, the comprehensive score model is obtained, and the weight of each index is calculated by the comprehensive score formula. Then the quadrant analysis method is used to analyze the combination of different combinations of scientific and technological innovative talents in Shanxi Province, and the policy recommendations are put forward according to the analysis results. Based on the comprehensive analysis of the environment of scientific and technological innovation talents in Shanxi Province, this paper draws the following conclusions: 1. The satisfaction score of scientific and technological innovation talent environment in Shanxi Province is far lower than the score of importance degree. That is, the environment of scientific and technological innovation talents is far from satisfactory; (2) most of the 20 indexes of scientific and technological innovation talent environment of Shanxi Province are in the priority improvement area, the environment of urban public infrastructure construction and the regional environment are in the unimportant area; Job autonomy, individual growth, money and wealth, business achievements and interpersonal relationships in the maintenance of the dominant zone; 3, Shanxi Province science and technology innovation talent salaries, welfare satisfaction needs to be improved. In view of the conclusion of the study, this paper puts forward some suggestions for optimizing the environment of scientific and technological innovation talents in Shanxi Province: the system of scientific and technological innovative talents environment coordinated by the three main bodies of "government, organization and society".
