基于人才需求预测的天津市专业技术人才工作对策研究

【摘要】:现阶段,我国经济发展进入了“新常态”,正处于经济发展转型期、产业结构调整阵痛期,依然面临较大经济下行压力;但是,大数据、物联网等现代科学技术蓬勃发展,为我国抢占信息技术高地、创新发展带来机遇。因此,国家积极推动实施创新驱动战略,刚刚胜利召开的十八届五中全会确立了“创新、协调、绿色、开放、共享”的经济发展原则,表明了创新驱动发展的理念和决心。具体到天津,当前正处于京津冀协同发展、“一带一路”、国家自主创新示范区建设、国家自贸区建设和滨海新区开发开放等五大战略机遇叠加期。无论是对国家而言,还是天津而言,重大战略的实施均需要承载先进科学知识、技术和富有创新精神的专业技术人才队伍予以支撑。其中,人才需求预测是一项基础性工作,对专业技术人才队伍建设各环节工作具有重要意义。基于上述背景和思路,本研究以天津市国有企事业单位专业技术人才为研究对象,首先对专业技术人才的概念、范围等进行界定,对国内外关于人才需求预测的相关研究文献进行了梳理总结。其次,以天津统计年鉴、天津科技统计年鉴等历史数据资料为支撑,立足目前天津市国有企事业单位专业技术人才队伍现状,运用GM(1,1)灰色预测、回归预测等方法,对天津市未来15年国有企事业单位专业技术人才的需求总量进行了科学合理预测,发现与当前专业技术人才存量之间存在巨大缺口。最后,为确保满足人才需求,借鉴国内外成功实践,重点围绕专业技术人才规划引进、评价激励、管理服务等内容,针对性地提出了加强以人才规划为载体的顶层设计、优化以清单梳理为基础的政策环境、打造以人才集聚为目的的聚才平台、创新以服务人才为核心的工作模式和构建以信息技术为支撑的运行体系等对策建议,以期源源不断保障人才供给,满足天津市未来发展对专业技术人才的需求。
[Abstract]:At present, China's economic development has entered the "new normal", is in the period of economic development transition, industrial structure adjustment painful period, still facing greater economic downward pressure; However, big data, Internet of things and other modern science and technology flourish, for our country to seize the high ground of information technology, innovation and development opportunities. Therefore, the state actively promotes the implementation of the innovation-driven strategy, and the fifth plenary session of the 18th CPC Central Committee just successfully held has established the economic development principles of "innovation, coordination, green, openness and sharing", which shows the concept and determination of innovation-driven development. Tianjin is currently in the five strategic opportunities superposition period, such as the coordinated development of Beijing-Tianjin-Hebei, "Belt and Road", the construction of national independent innovation demonstration zone, the construction of national free trade area and the development and opening of Binhai New area. Whether for the country or Tianjin, the implementation of the major strategy needs to bear advanced scientific knowledge, technology and innovative professional and technical talents to support. Among them, the forecast of talent demand is a basic work, which is of great significance to the construction of professional and technical talents. Based on the above background and train of thought, this research takes Tianjin state-owned enterprises and institutions specialized technical personnel as the research object, first of all, defines the concept and scope of professional and technical personnel, etc. The related research literature on talent demand prediction at home and abroad is summarized. Secondly, based on the historical data such as Tianjin Statistical Yearbook, Tianjin Science and Technology Statistics Yearbook, and based on the present situation of Tianjin state-owned enterprises and institutions' professional and technical personnel, the methods of GM (1 / 1) grey prediction and regression prediction are used. This paper makes a scientific and reasonable prediction of the total demand for professional and technical personnel of state-owned enterprises and institutions in Tianjin in the next 15 years, and finds that there is a huge gap between the demand for professional and technical personnel and the current stock of professional and technical personnel. Finally, in order to meet the needs of talents and draw lessons from the successful practice at home and abroad, focusing on the introduction of professional and technical talents planning, evaluation incentives, management services and other contents, this paper puts forward a top-level design that strengthens the talent planning as the carrier. We should optimize the policy environment based on list combing, create a talent gathering platform, innovate the working mode with service talents as the core and build an information technology-supported operation system. In order to continuously guarantee the supply of talents, meet the future development of Tianjin professional and technical talent demand.
