广西退役运动员就业安置政策执行效果研究

【摘要】:在退役运动员的就业安置问题倍受社会关注的背景下,本文以广西退役运动员就业安置相关政策文件的执行效果为研究对象,以反映广西退役运动员就业安置政策执行效果的相关数据为依据,运用事实和价值相结合的研究标准,基于体育主管部门作为政策的制定者和执行者,以及政策的利益相关者的视角,分析研究了广西退役运动员就业安置政策执行的效果,旨在发现政策执行效果的不足并分析其原因,为广西制定退役运动员就业安置政策提出可行性对策。本文采用了文献研究法、问卷调查法和数理统计分析法等方法。研究发现,广西退役运动员就业安置政策执行效果存在以下问题:1、退役运动员逐年增多就业渠道不畅,2、政府部门对退役运动员就业安置政策落实不够到位,3、退役运动员就业安置政策制定相对滞后且执行缓慢,4、退役运动员综合素质不高缺乏职业生涯规划,5、退役运动员就业安置政策执行缺乏有效的部门合作机制,6、运动成绩对补偿金额度影响大且执行标准不适应经济发展水平,7、退役运动员自主创业缺乏资金及政策等条件支持,8、职业转换过渡期内收入低难以满足就业培训等实际需要,9、运动员所从事的运动项目对就业安置的影响程度较大。针对制约广西退役运动员就业安置政策执行的原因,从政府机构、体育部门、政策环境、经济补偿金水平及自身综合素质等多层面进行了分析。根据现实需要提出了改善广西退役运动员就业安置政策执行效果的对策:1、拓宽就业渠道,实现多元化就业模式;2、强化政府执行力,发挥政府部门主导作用;3、完善政策保障机制,积极发挥政策导向作用;4、提高退役运动员全面发展水平,增强就业竞争力;5、大力发展体育产业,带动经济促进就业。
[Abstract]:Under the background that the employment and placement of retired athletes is paid close attention to by the society, this paper takes the implementation effect of the relevant policy documents of employment placement of retired athletes in Guangxi as the research object. Based on the relevant data reflecting the effect of employment placement policy of retired athletes in Guangxi, the author applies the research standard of combining facts and values, and based on the sports department as the policy maker and executor, From the perspective of policy stakeholders, this paper analyzes and studies the effect of implementing the policy of employment placement of retired athletes in Guangxi, in order to find out the shortcomings of the policy implementation and analyze the reasons for it. Put forward the feasible countermeasure for Guangxi to formulate the employment policy of retired athletes. This paper adopts the methods of literature research, questionnaire survey and mathematical statistics analysis. The study found that the implementation effect of employment resettlement policy for retired athletes in Guangxi has the following problems: 1, the number of retired athletes increasing year by year employment channels are not smooth, 2, the implementation of government employment resettlement policy for retired athletes is not enough, 3, The policy of employment placement of retired athletes is relatively lagging behind and the implementation is slow. 4. The comprehensive quality of retired athletes is not high and lack of career planning. 5. The implementation of employment resettlement policy for retired athletes lacks an effective mechanism of departmental cooperation. Sports performance has a great impact on the amount of compensation and the implementation standards are not suited to the level of economic development. 7. Retired athletes lack funds and policies to start their own businesses. It is difficult to meet the actual needs of employment training and so on in the transition period of occupation. 9. The sports items engaged in by athletes have a great influence on employment placement. In view of the reasons that restrict the implementation of employment and placement policy of retired athletes in Guangxi, this paper analyzes on various aspects, such as government agencies, sports departments, policy environment, economic compensation level and their own comprehensive quality. According to the practical needs, this paper puts forward some countermeasures to improve the implementation effect of employment placement policy for retired athletes in Guangxi: 1, widening employment channels and realizing diversified employment patterns; 2, strengthening the executive power of the government and giving play to the leading role of government departments; (3) perfecting the policy guarantee mechanism and giving full play to the guiding role of the policy; (4) improving the overall development level of retired athletes and enhancing the competitiveness of employment; (5) vigorously developing the sports industry and driving the economy to promote employment.
