供热计量方式的选择及热价的确定

【摘要】:热计量方式的选择和热价确定原理是供热计量的两大关键。供热计量方式的选择是供热计量顺利实施的基础。热价作为供热计量的价格杠杆,能够调节供热企业和热用户的利益分配,能够充分调动双方对建筑节能的积极性,也是供热计量能否得到支持的关键。本文主要针对这两个问题进行研究。 在供热计量方式研究部分,根据供热计量工程的要求,在满足热用户的舒适性要求的前提下,考虑供热计量的经济性、公平性和技术可行性的情况下,选择出针对不同类型建筑的最优供热计量方式。首次提出了热量分摊型建筑和热量不分摊型建筑的概念,以及其分别在供热计量工程实施过程中的不同要求。并根据两者的采暖热计量的不同特点,从经济性、人文性、社会性等方面的因素得出我国热计量选择的基本原则。总结出我国供热计量方法的三个基本原理,得出了温度法供热计量比较适合用于热量分摊型建筑的结论。对温度法热计量的基本理念、技术难点、热量分摊的方法做了简要的分析。 在热价的研究部分,首先对供热成本构成进行分析,阐述了一部制热价和两部制热价的不同。在前人对两部制价格理论模型研究的基础上,给出了基于供热成本测算的两部制热价确定方法。首次提出了反映供热可变成本的“燃料费指标”的概念,以此确定供热计量的计量热价。本文对热价的核心研究在于,首次提出了基于共享节能收益原则的热价制定理论,推理得出供热计量的基本热价和计量热价的制定方法。合理的消除了供热计量前后供热企业收取和热用户的缴纳热费的变化。也对未实行面积热价的居住建筑,实行供热计量后的建筑节能收益进行合理的分配。最大限度的调动了双方对供热计量的积极性。 本文依据成本测算的基本原理及长春市现行面积热价,对长春市现行面积热价进行评估。根据评估结果及长春市2013年供热数据,,经过反复测算得出适合长春市的基本热费比。并对热价的制定进行了风险评估。对各个地区的供热计量热价制定具有一定的指导意义。
[Abstract]:The choice of heat metering mode and the principle of heat price determination are the two keys of heating metering. The choice of heating metering mode is the basis of the smooth implementation of heating metering. As the price lever of heating metering, heat price can adjust the distribution of interests between heating enterprises and heat users, can fully mobilize the enthusiasm of both sides for building energy saving, and is also the key to whether heating metering can be supported. This paper mainly studies these two problems. In the research part of heating metering mode, according to the requirements of heating metering engineering, under the premise of meeting the comfort requirements of heat users, considering the economy, fairness and technical feasibility of heating metering, The optimal heating metering method for different types of buildings is selected. The concepts of heat distribution building and heat undistributed building are put forward for the first time, and their different requirements in the implementation of heating metering project are also put forward. According to the different characteristics of heating metering, the basic principles of heat metering selection in China are obtained from the aspects of economy, humanism, sociality and so on. This paper summarizes three basic principles of heating metering method in China, and draws the conclusion that temperature heating metering is more suitable for heat distribution building. The basic concept, technical difficulties and heat sharing method of temperature heat metering are briefly analyzed. In the research part of heat price, firstly, the composition of heating cost is analyzed, and the difference between one heat price and two heat prices is expounded. Based on the previous research on the theoretical model of two-part price, a method for determining the heat price of two-part system based on the calculation of heating cost is given. The concept of "fuel cost index" reflecting the variable cost of heating is put forward for the first time, so as to determine the metering heat price of heating metering. In this paper, the core research of heat price is that the theory of heat price formulation based on the principle of shared energy saving income is put forward for the first time, and the basic heat price and metering heat price of heating metering are deduced. The change of heat charge collected by heating enterprises and heat users before and after heating metering is eliminated reasonably. The energy saving income of residential buildings without area heat price is also reasonably distributed after heating metering. To the maximum extent, the enthusiasm of both sides for heating metering has been aroused. Based on the basic principle of cost calculation and the current area heat price of Changchun City, this paper evaluates the current area heat price of Changchun City. According to the evaluation results and Changchun heating data in 2013, the basic heat cost ratio suitable for Changchun city is obtained by repeated calculation. The risk assessment of the formulation of heat price is carried out. It has certain guiding significance for the establishment of heat metering and heat price in various regions.
