后京都时代中国碳排放交易市场构建的探讨

【摘要】：在国际碳排放市场机制发展之际,中国作为全球最大温室气体的排放国,以及作为《京都议定书》下较大的投资受益国,可以充分利用京都时代带来的机遇,建立国内的碳排放交易市场,不仅可以降低减排成本,还可以引进先进的减排技术,促进国内新兴产业的发展,提高能源利用效率。特别是利用碳排放交易市场,积极参与到国际碳排放交易中,提升中国的国际经济、贸易和技术的竞争力。目前中国还没有建立统一的碳排放交易市场,可以利用碳排放交易市场这个重要的平台,去更好的实现节能减排和发展低碳循环经济。同时,通过结合国内碳市场发展现状,分析影响碳市场发展的制约因素,借鉴国外碳市场理论和实践经验,对我国碳排放交易市场的构建具有重要的意义。本文通过对碳排放交易市场的理论基础研究,以及系统的对国外碳排放交易市场发展历程分析,提出国外碳排放交易市场发展对中国碳排放交易市场构建的经验及启示；结合我国参与碳排放交易发展现状,提出中国建立统一的碳排放交易市场的可行性和意义所在；分析了构建我国碳排放交易市场的制约影响因素；最后提出了构建我国碳排放交易市场的设计思路。
[Abstract]:With the development of the international carbon emission market mechanism, China, as the largest emitter of greenhouse gases in the world and a large investment beneficiary under the Kyoto Protocol, can take full advantage of the opportunities brought by the Kyoto era. The establishment of domestic carbon emissions trading market can not only reduce the cost of emission reduction, but also introduce advanced emission reduction technology to promote the development of domestic emerging industries. To improve the efficiency of energy use, especially by using the carbon emissions trading market, to participate actively in international carbon emissions trading, and to enhance the competitiveness of China's international economy, trade and technology. At present, China has not established a unified carbon emissions trading market, can use the carbon emissions trading market as an important platform to better achieve energy conservation and emissions reduction and the development of low-carbon recycling economy. At the same time. According to the development of domestic carbon market, this paper analyzes the restrictive factors that affect the development of carbon market, and draws lessons from the theory and practical experience of foreign carbon market, which is of great significance to the construction of carbon emissions trading market in China. In this paper, the theoretical basis of carbon emissions trading market, as well as a systematic analysis of the foreign carbon emissions trading market development process. The experience and inspiration of the development of foreign carbon emissions trading market to the construction of China's carbon emissions trading market are put forward. According to the current situation of China's participation in carbon emissions trading, the feasibility and significance of establishing a unified carbon emissions trading market in China are put forward. The factors influencing the construction of China's carbon emissions trading market are analyzed. Finally, the paper puts forward the design idea of constructing the carbon emissions trading market in China.
