待发展地区地方公共物品提供研究

【摘要】： 地方公共物品问题是公共物品理论中的一个重要组成。特别的,待发展地区的公共物品提供问题对于我国的经济结构调整,以及我国的地方经济发展更是有着甚为重要的作用。本文从公共物品的基本理论出发,介绍了公共物品在语义、内容和分析性的定义,公共物品的特征、分类以及其供给的有效条件。接下来根据这些基本内容,界定了全国性公共物品以及地方性公共物品的区别,并推导出地方公共物品的有效供给条件,指出中央政府提供地方公共物品的非效率性。有了理论内容的铺垫之后,本文引出了“待发展地区”的概念及特征,指出待发展地区是一种复合性的概念,并非单纯从经济发展水平的单一维度理解,而是综合了预期寿命、教育水平和人均GDP在内的多维含义。并从较为宏观的角度分析了我国待发展地区的现状,指出在我国的待发展地区,地方公共物品的提供有着供给总量不足、供给结构失衡等问题。而造成这些问题的原因是多方面的,除了市场化落后、经济不发达、观念落后、自然条件落后等等,是待发展地区地方公共物品供给存在问题的重要客观原因外,还有一些更为根本和主观性的原因是值得仔细讨论的。正如本文所指出的,这源于我国待发展地区的资金使用效率、地方财政的约束、公共管理制度等原因。针对这些问题,本文在最后提出了修正的Tiebout模型,并指出这一“待发展地区Tiebout模型”在我国待发展地区公共物品提供方面的意义。
[Abstract]:The problem of local public goods is an important component of the theory of public goods. In particular, the problem of the provision of public goods in developing areas will adjust the economic structure of our country. From the basic theory of public goods, this paper introduces the semantic, content and analytical definition of public goods, as well as the characteristics of public goods. According to these basic contents, it defines the difference between national public goods and local public goods, and deduces the effective supply conditions of local public goods. This paper points out that the central government provides the non-efficiency of local public goods. After laying the groundwork of theoretical content, this paper leads to the concept and characteristics of "waiting for development area", and points out that the area to be developed is a kind of complex concept. Not only from the single dimension of the level of economic development, but from the perspective of life expectancy, education level and GDP per capita. It is pointed out that the supply of local public goods in the developing areas of our country has some problems, such as insufficient supply quantity and unbalanced supply structure. The reasons for these problems are various, except for the backward market economy and underdeveloped economy. Backward concept, backward natural conditions and so on, are the important objective reasons for the problems in the supply of local public goods in the areas to be developed. There are some more fundamental and subjective reasons that are worth careful discussion. As this paper points out, this is due to the use of funds in the developing areas of our country, the constraints of local finance. In view of these problems, this paper puts forward a modified Tiebout model at the end of this paper. It also points out the significance of this "Tiebout model" in the provision of public goods in the developing areas of our country.
