碳排放交易机制下的发电权交易策略研究

【摘要】:近年来,二氧化碳等温室气体肆意排放引起的大气污染问题已经在世界范围内受到高度重视。碳交易机制是世界各国政府为控制大气污染,应对气候变化问题提出的创新市场机制,并在世界范围内得到广泛认可。中国自2011开始探索建设碳交易试点,如今全国性碳交易的开展势在必行。发电权交易作为中国电力产业由计划机制向市场机制的过渡,也是电力行业实现节能减排的有效手段。鉴于此,本文考虑碳排放交易机制下的发电权交易问题,研究要点包含以下三方面:(1)考虑将电力行业内部的发电机组分为高排机组和低排机组两类,针对具有不同碳排放系数的发电机组,构建基于差异化配额分配策略的Cournot博弈模型,并给出其解析解,在此基础上研究各种分配策略对机组发电情况及碳排放量的影响。分析结果表明,在高排机组严格配额分配的基础上,对低排机组宽松的配额分配策略具有较强的减排激励作用,能够在减少碳排放量的同时更好的保护低排机组,促进机组进行低碳技术改造。(2)在碳交易政策下,提出两种分成机制:增量利润分享机制和减排成本分担机制,并以发电权双边交易系统作为研究对象,建立以交易双方净收益最大为目标的发电权交易模型,在此基础上研究发电权受让机组的最优碳减排水平及交易双方的利润变化情况。分析结果表明,在两种分成机制下,发电权受让机组的最优碳减排水平均不同程度的提高;交易双方的利润也都有所增加。(3)构建发电权与碳排放权组合交易模型,并将绿色证书交易机制引入到组合交易模型,考虑发电权交易仅在系统内部的各发电企业进行,建立以系统净收益最大为目标的组合交易模型。分析结果表明,计及绿色证书交易机制的发电权与碳排放权组合交易模型能够更有效的提高发电权交易的效率,促进发电企业参与发电权交易的积极性。另外,提出一种基于交易电量的增量利润分配模型,该模型将进一步激发各发电企业参与发电权交易的积极性。
[Abstract]:In recent years, the problem of atmospheric pollution caused by the wanton emission of carbon dioxide and other greenhouse gases has been attached great importance in the world. The carbon trading mechanism is to control air pollution by governments all over the world. Innovative market mechanisms to address climate change have been widely recognized around the world. China has been exploring the construction of carbon trading pilot projects since 2011. Nowadays, it is imperative to carry out national carbon trading. As a transition from planning mechanism to market mechanism, power right trading is also an effective means to realize energy saving and emission reduction in power industry. In this paper, the carbon emissions trading mechanism under the issue of power generation rights trading, the main points of the study includes the following three aspects: 1) consider the power industry within the generating units into two types of high-emission units and low-emission units. The Cournot game model based on differential quota allocation strategy is constructed for generating units with different carbon emission coefficients, and its analytical solution is given. On this basis, the effects of various allocation strategies on the generation situation and carbon emissions of units are studied. The results show that, on the basis of strict quota allocation of high emission units. The loose quota allocation strategy for low emission units has a strong incentive to reduce carbon emissions and better protect the low emission units at the same time. Promote the unit to carry out low-carbon technology transformation. (2) under the carbon trading policy, put forward two kinds of split mechanism: incremental profit sharing mechanism and emission reduction cost sharing mechanism, and take the power generation rights bilateral trading system as the research object. Based on the establishment of a power rights trading model which aims at the maximum net income of the trading parties, the optimal carbon emission reduction level of the generating rights transferee units and the variation of the profit of the two parties are studied. Under the two split mechanisms, the optimal carbon emission reduction level of generating rights transfer units is improved to varying degrees; The profits of both parties are also increased. 3) to build a combination trading model of generation rights and carbon emission rights, and to introduce the green certificate trading mechanism into the combination trading model. Considering that the transaction of generation right is only carried out in the power generation enterprises within the system, a combination transaction model is established, which aims at the maximum net income of the system. The analysis results show that. Considering the green certificate trading mechanism, the combined trading model of generation rights and carbon emission rights can improve the efficiency of power generation rights trading more effectively, and promote the enthusiasm of power generation enterprises to participate in power generation rights trading. An incremental profit distribution model based on transaction quantity is proposed, which will further stimulate the enthusiasm of power generation enterprises to participate in power right trading.
