【摘要】：哈耶克的政治理念充满了鲜明的自由秩序特征其经济主张也以倡导市场竞争而见长哈耶克的社会福利思想由此孕育而生本文正是在介绍哈耶克政治经济思想的基础之上阐述了他对西方社会福利制度的批判态度与建构主张第一部分从三个方面论述了哈耶克的政治理念:一是政府与权力的主张二是自由与责任的理解三是反对平均主义的思想哈耶克的经济主张主要有两个方面一是反对经济计划与分配正义二是倡导经济自由与市场竞争第二部分讲述了哈耶克对西方国家社会福利制度的批判态度首先哈耶克从三方面对福利国家进行了批判一是福利国家存在三大错误动机二是福利国家威胁自由原则三是福利国家纵容收入保障其次哈耶克对西方社会保障制度提出了批评这种批评主要是基于收入再分配与国家垄断存在不合理性以及社会保险制度发生异化来进行的第三部分讲述了哈耶克对西方国家社会福利制度的建构主张首先哈耶克分析了贫困问题的产生原因及解决方法其次他论证了社会保障制度存在的合理性并且主张实行最低收入保障制度最后哈耶克从三方面提出了现有社会保障制度的改革策略一是避免政府垄断倡导市场竞争二是避免中央集权倡导地方分权三是发挥个人主导作用最后一部分对哈耶克的社会福利思想进行评价首先点明了哈耶克社会福利思想对西方社会保障实践的影响然后提出了福利经济学家巴尔对哈耶克思想的挑战阐述两人在福利国家及社会保险思想上的巨大分歧最后将包括哈耶克新保守主义福利思想在内的二十世纪三大福利思潮进行了对比指出三者在社会福利基本原则及制度设计上的差异本文结尾对哈耶克学术思想进行了总结
[Abstract]:Hayek's political ideas are full of distinct liberal order characteristics, and his economic propositions also advocate the market. The social welfare thought of Hayek is born out of this. This article is just to introduce Haye. On the basis of his political and economic thought, he expounds his critical attitude and construction to the western social welfare system. Construction claim The first part discusses Hayek's political idea from three aspects: first, the proposition of government and power. Second, the understanding of freedom and responsibility. Third, the thought of opposing egalitarianism. Hayek's economic proposition is the main one. There are two aspects: opposing economic planning and distributing justice. Second, advocating economic freedom and market competition. The second part describes Hayek's critical attitude towards the social welfare system of western countries. First, Hayes. He criticizes the welfare state from three aspects. The first is that there are three wrong motives in welfare state. Welfare State threatens Freedom the third is that the Welfare State connives at income security next to Hayek to the West The criticism of the social security system is mainly based on income redistribution and the existence of state monopolies. Irrationality and alienation of the social security system The third part describes Hayek's construction of social welfare system in western countries. First, Hayes.
