【摘要】：章乃器是中国民主建国会创始人之一,“救国会七君子”之一,杰出的爱国民主人士和政治活动家,著名的货币金融专家、经济学家。他关注国家民族命运,积极为战时经济献计献策。本文第一章从章乃器作为一个政治活动家和经济学家两方面简要介绍了他的生平事迹。第二章,提炼和概括了章乃器战时经济建设原则,指出其目的为了促进战时经济有序开展,保护和发展民族经济。第三章,从中国农村经济破产的原因,中国农村经济的出路,建立农业银行的设想三个方面,分析了章乃器农村经济发展思想。第四章,阐述了章乃器在工业立体发展,处理国营企业和民营企业之间关系,战时工业统制,解决工业资金困难,工厂内迁和争取技术工人工作等方面提出的战时工业思想。第四章,论述章乃器战时货币金融思想。主要包括他对世界经济危机和国际货币形势的分析,对中国金融改革和发展金融市场工具的思考,以及合理平衡地运用膨胀的思想。第五章,阐述章乃器战时财政思想,聚焦于他“持久抗战财政”的理念,以及在安徽战时财政实践中,为摆脱财政困难局面采取的举措。第七章,分析了章乃器战时经济思想的鲜明特点：前瞻性、理论联系实际,关注和服务现实、赤诚的爱国情怀、强烈的民本意识。
[Abstract]:Zhang Naiqi is one of the founders of the China Democratic Foundation for the people's Republic of China, one of the seven gentlemen of the National Salvation Association, an outstanding patriotic Democrat and political activist, a famous monetary and financial expert, and an economist. He is concerned about the fate of the nation. The first chapter briefly introduces Zhang Naiqi's life as a political activist and an economist. The second chapter abstracts and generalizes the principles of the wartime economic construction of Zhang Naiqi. It is pointed out that in order to promote the orderly development of wartime economy and to protect and develop the national economy. Chapter three, from the reasons of the bankruptcy of China's rural economy, the outlet of China's rural economy, and the assumption of establishing the Agricultural Bank, This paper analyzes Zhang Naiqi's thoughts on the development of rural economy. 4th chapter, expounds the solid development of industry, deals with the relationship between state-owned enterprises and private enterprises, controls industry in wartime, and resolves the difficulties of industrial capital. The wartime industrial thought put forward in the aspects of factory relocation and obtaining the work of skilled workers. Chapter 4th discusses Zhang Naiqi's wartime monetary and financial thoughts. It mainly includes his analysis of the world economic crisis and the international monetary situation. Reflections on China's Financial Reform and the Development of Financial Market tools, and the rational and balanced use of inflated ideas. Chapter 5th expounds Zhang Naiqi's wartime fiscal thoughts, focusing on his concept of "enduring War of Resistance Finance". And the measures taken in Anhui wartime fiscal practice to get rid of the financial difficulties. Chapter 7th analyzes the distinct characteristics of Zhang Naiqi's wartime economic thoughts: forward-looking, integrating theory with practice, paying attention to and serving reality, and sincere patriotic feelings. A strong sense of the people.
