【摘要】： 本文主要通过对市场经济中政府提供公共产品中存在的问题的分析，找出一些市场经济中公共产品有效供给的共性问题，然后在此基础上，并根据中国的个性特色，提出了建立中国的公共财政体制即分税制财政管理体制以及需要注意的问题，以利于中国各级政府在社会主义市场经济中根据这一体制来有效提供公共产品。引言。以市场与政府之间的关系为分析基点，以公共产品政府提供为切入点，导入政府为什么能和如何提供公共产品的问题分析。一、政府提供公共产品的依据。主要从市场与政府矛盾关系入手，分析了公共产品的特性，在市场不能提供公共产品的基础上，导出政府必须提供并且能够提供公共产品的优势所在。二、政府本身对有效提供公共产品影响的分析。主要从政府外部性、垄断性、运行效益、过度干预、有限信息和需求偏好等六个方面分析了政府在公共产品供给中存在的弊端。三、“以手投票”对政府有效提供公共产品影响的分析。主要分析了维克塞尔模型和林达尔模型以及多数规则投票机制对公共产品的影响，指出一方面能帮助政府解决公共产品存在的问题，，另一方面投票机制本身也存在问题，也不能全部解决政府提供公共产品存在的问题。四、“以足投票”对有效提供公共产品影响的分析。主要分析了蒂布特“以足投票”机制，导出地方分权对地方政府和中央政府提供公共产品的重要性、必要性和有效性，但“以足投票”仍然不能全部解决公共产品供给中存在的问题。五、财政转移支付制度对有效提供公共产品影响的分析。由于“以足投票”也不能全部解决政府提供公共产品中存在的问题，对这一问题的解决可通过另外一种手段即财政转移支付手段来补充解决。六、市场经济中政府提供公共产品的若干结论简要分析。通过以上各个环节的分析，找出一些政府提供公共产品中存在的共性问题，逻辑导出分税制财政管理体制。七、我国政府提供公共产品的历史轨迹简要分析。在由计划经济转轨到社会主义市场经济的过程中，中国政府是怎样改变公共产品供给方式的，以及取得的进展和目前存在的问题。八、政府有效提供公共产品的措施选择。通过政府提供公共产品中存在的一系列问题分析以及中国的历史与现状的分析。从财政支出、财政收入、财政转移支付制度、政府自身管理、民主理财机制、城镇化建设等六个方面提出了提高公共产品供给效率的措施。
[Abstract]:This paper mainly through the provision of public products in the analysis of existing problems for the government in a market economy, the common problems and find out the effective public products supply in the market economy, and then on this basis, according to the China characteristics, puts forward some problems needing attention in the establishment of public finance system is Chinese finance management system as well.
