资源型城市产业演进规律与可持续发展研究

【摘要】：新中国成立后,由于一大批资源的发现和勘查开发成功,一座座资源型城市拔地而起,为我国社会主义现代化建设事业的快速发展做出了贡献。但长期以来,在资源无限思想的指导下,高强度地对资源进行不合理的开采,许多资源型城市都面临着资源衰竭、环境污染严重、产业结构单一、地方财政困难、下岗失业压力大、经济增长缓慢、社会不稳定等一系列问题。随着国家经济体制的转变,资源型城市面临的经济、社会、生态环境等问题更加突出。如何在经济体制不断完善的过程中,通过产业结构调整规避资源型城市对资源的依赖,促进资源型城市的可持续发展,是新时期实现我国区域协调发展、构建和谐社会的重大战略任务和主题,具有重要战略意义和现实意义。本文中,在对资源、资源型城市、资源型产业、产业结构演进这样一些基本概念进行界定的基础上,分析我国资源型城市和资源型产业结构的主要特点。遵照科学性与现实性原则、全面性与系统性原则、定性与定量相结合原则、简明性与可操作性原则、发生学与动态性的原则,通过聚类分析,将资源型城市分为资源产业依附型、资源产业并重型和资源产业主导型三类。用不同类别城市产业结构的特征来说明聚类的判断标准,选择K-均值聚类方法作为资源型城市的聚类方法,并运用SPSS软件对枣庄、东营、济宁等12个资源型城市进行分类,验证聚类方法的可行性。根据投入和产出,对资源产业并重型城市和资源产业主导型城市进行类别分析,建立研究产业结构演进规律的三种模型：替代演进模型、非均衡演进模型、扩散演进模型。通过对这两类城市产业结构演进的不同影响因子进行分析和排序,确立其产业转型模式。以枣庄市和兖州市为例,研究这两类城市的产业结构演进状况及未来可以采取的演进措施。由于产业转型与可持续发展的关系是辩证的,在转型过程中也体现了可持续发展的方向和目标,影响产业转型的因素也就是可持续发展中应该解决和注意的问题,由此提出对策并建立保障体系。笔者采用定性、定量及实证相结合的研究方法,在总结前人研究成果的基础上,对资源型城市的发展现状和问题进行深入探讨,发现其内在的新的规律和特点。把资源型城市作为一种特殊的城市类型,力求在国内外资源型城市共同探索转型经验环境下探讨我国尤其是山东省的这类城市的转型与可持续发展等主要问题,可为政府制定政策和管理提供依据,为资源型城市及其产业的发展提供理论和方法参考。
[Abstract]:After the founding of New China, due to the discovery of a large number of resources and the success of exploration and development, one by one resource-based cities emerged from the ground, which contributed to the rapid development of the cause of socialist modernization in China. But for a long time, under the guidance of unlimited resources, many resource-based cities are faced with resource exhaustion, serious environmental pollution, single industrial structure, and local financial difficulties. Laid-off unemployment pressure, slow economic growth, social instability and a series of problems. With the change of national economic system, the problems of economy, society and ecological environment are more prominent in resource-based cities. How to avoid the dependence of resource-based cities on resources and promote the sustainable development of resource-based cities through the adjustment of industrial structure in the process of continuous improvement of economic system is the realization of coordinated regional development in China in the new period. The major strategic task and theme of building a harmonious society is of great strategic and practical significance. On the basis of defining the basic concepts of resources, resource-based cities, resource-based industries and industrial structure evolution, this paper analyzes the main characteristics of resource-based cities and resource-based industrial structures in China. In accordance with the principles of science and reality, comprehensiveness and systematization, combination of qualitative and quantitative, conciseness and maneuverability, generology and dynamics, cluster analysis is carried out. The resource-based cities are divided into three types: the dependent type of resource industry, the type of equal emphasis of resource industry and the dominant type of resource industry. Using the characteristics of industrial structure of different types of cities to explain the criteria of clustering, selecting the K-means clustering method as the clustering method of resource-based cities, and using SPSS software to classify 12 resource-based cities, such as Zaozhuang, Dongying and Jining, etc. The feasibility of clustering method is verified. According to the input and output, this paper analyzes the resources industry and resource industry oriented cities, and establishes three models to study the evolution law of industrial structure: substitute evolution model, unbalanced evolution model and diffusion evolution model. Through the analysis and sequencing of the different influencing factors of the evolution of the industrial structure of these two kinds of cities, the industrial transformation mode of these two kinds of cities is established. Taking Zaozhuang and Yanzhou as examples, this paper studies the evolution of industrial structure of these two cities and the evolution measures that can be taken in the future. As the relationship between industrial transformation and sustainable development is dialectical, it also reflects the direction and goal of sustainable development in the process of transformation. The factors that affect industrial transformation are the problems that should be solved and paid attention to in the process of sustainable development. Therefore, the countermeasures and the establishment of the security system are put forward. On the basis of summing up the previous research results, the author makes a deep discussion on the present situation and problems of resource-based cities, and finds out the new laws and characteristics of the resource-based cities by combining qualitative, quantitative and empirical research methods. Taking resource-based cities as a special type of cities, we try to explore the transition and sustainable development of such cities in our country, especially in Shandong Province, under the environment of domestic and foreign resource-based cities. It can provide the basis for the government to make policy and management, and provide the theory and method reference for the development of resource-based city and its industry.
