中国碳排放交易体系行业覆盖范围研究

【摘要】：气候变化影响着人类的生存和发展,我国政府高度重视气候变化问题,在全球减排的总趋势下,逐步推进碳排放权交易。全国统一碳市场是推进绿色低碳发展的客观要求,碳排放行业覆盖范围的确定是碳排放交易体系的基础工作,研究碳排放交易体系行业覆盖范围对全国碳市场制定纳管行业具有重要意义。通过对欧盟等国外碳排放交易体系行业覆盖的范围和我国七个碳排放交易试点省市行业覆盖范围的分析,发现它们具有一些共同的纳入标准。基于我国的实际情况,考虑行业碳排放量、行业碳排放强度、行业减排成本等因素,确定全国统一碳市场行业选择评价指标体系,构建全国碳排放交易体系纳入行业模型。
[Abstract]:Climate change affects the survival and development of human beings. Our government attaches great importance to the issue of climate change and promotes carbon emissions trading step by step under the general trend of global emission reduction. The national unified carbon market is the objective requirement of promoting the development of green and low carbon, and the determination of the coverage of the carbon emission industry is the basic work of the carbon emissions trading system. It is of great significance to study the industry coverage of carbon emissions trading system for the establishment of carbon nanotube industry in the national carbon market. Based on the analysis of the industry coverage of foreign carbon trading systems such as the European Union and the seven pilot provinces and cities in China, it is found that they have some common inclusion standards. Based on the actual situation of our country, considering the factors such as industry carbon emission, industry carbon emission intensity, industry emission reduction cost and so on, the national unified carbon market industry selection evaluation index system is determined, and the national carbon emissions trading system is built into the industry model.
