【摘要】：排污权交易作为一项基于市场的环境政策，旨在通过明晰环境资源产权，创建市场，通过市场交易实现有效率的环境容量资源配置。而影响排污权交易制度能否实施及发挥政策效率的关键在于初始排放指标分配的是否公平合理。因此，本文以安徽省为例，开展了主要污染物初始排放指标分配研究。国内外关于排污权交易的理论研究和实践表明，污染物初始排放指标分配的分配方式选择与环境管理机制、法律基础、污染物控制目标、经济发展等因素有关，本研究结合安徽省的实际情况，提出了安徽省主要污染物初始排放指标分配方式。在对比初始排放指标分配理论和模型基础上，提出利用波尔兹曼分布建立排放指标定量分配方法，，充分考虑各市的经济、产业发展差异和发展趋势，减少初始分配中主观判断的不公平性，为初始排放指标分配方式的优化提供参考，强调参与城市在获得理论分配量过程中的参与，更好地体现民主公平的原则。以安徽省为例，通过建立波尔兹曼法分配模型，对安徽省各市理论排放指标定量分配并与现行分配量进行对比，提出优化分配的途径。并根据研究结论，对构建安徽省排放权交易体系提出了具体建议。
[Abstract]:As a market based environmental policy, emissions trading is designed to create a market by clear property rights of the environment and to achieve efficient environmental capacity allocation through market transactions. The key to the implementation of the emission trading system and the efficiency of the policy is whether the allocation of initial emission indicators is fair and reasonable. This paper takes Anhui Province as an example to carry out the research on the allocation of initial pollutant emission index of major pollutants.
The theoretical research and Practice on emission trading at home and abroad show that the distribution mode of the distribution of pollutant initial discharge index is related to the environmental management mechanism, the legal basis, the target of pollutant control, the economic development and so on. In this study, the distribution of the initial emission indexes of major pollutants in Anhui province is put forward in combination with the actual situation in Anhui province. Way.
On the basis of the comparison of the theory and model of the initial discharge index distribution, this paper puts forward the method of establishing the quantitative distribution of emission indexes by using Pohl Seidman distribution, fully considering the economy of the cities, the difference of industrial development and the trend of development, reducing the unfairness of the subjective judgment in the initial distribution, and providing a reference for the optimization of the distribution mode of the initial discharge index. Participating in the process of obtaining the theoretical distribution of cities can better reflect the principle of democracy and fairness.
Taking Anhui Province as an example, through the establishment of the Boltzmann distribution model, the quantitative distribution of the theoretical emission indicators in Anhui province and the current distribution are compared, and the way to optimize the distribution is put forward. Based on the research conclusions, the concrete proposals for the construction of the emission trading system in Anhui Province are put forward.
