基于碳交易市场的中国碳金融发展研究

【摘要】：当前中国经济发展面临的环境和资源约束凸显,同时国际气候政策环境也对我国温室气体减排构成很大外来政治和经济压力,发展低碳经济成为中国践行科学发展观、保持经济可持续增长和应对国际气候政策变化的理想途径。在此背景下,如何促进温室气体减排、发展低碳经济是目前一个突出的研究课题。同时,在西方发达国家,碳金融作为温室气体减排的市场化应对的有效性已经得到广泛认可。碳金融是以碳交易市场为核心的诸多要素的组合,碳交易市场是碳金融的核心市场,碳交易是碳金融的核心活动。因此,对碳交易市场的全面分析也一定涉及到全方位的碳金融各类要素和主体,能够反映碳金融的全貌;对中国碳金融发展模式的构建也可以围绕碳交易市场来展开和推进。西方国家的碳金融发展处于领先地位,其以碳金融发展促进低碳经济发展以达到温室气体减排和经济可持续增长的道路值得中国借鉴。从碳交易市场出发,文章首先分析了世界主要碳金融市场的现状,并基于国别(地区)对主要世界主要碳金融市场的发展经验进行了系统总结;然后对碳金融在中国的发展进行了介绍和分析,指出当前中国碳金融存在的市场结构、参与主体等方面存在的诸多问题,并对中国碳金融的进一步发展的可行性和必要性进行了比较深入全面的分析。结合西方国家碳金融发展的实践经验和中国实际,本文提出并系统阐述了中国碳金融发展模式和步骤:在市场力量和行政力量双重推动下,以区域强制减排市场和全国统一强制减排市场为阶段划分标志的三阶段渐进发展。在当前发展阶段,必须大力发展自愿减排交易市场,同时对京都市场的国内子市场进行完善(建立后京都时代的国际碳交易市场的国内子市场);在第二阶段,区域强制减排交易市场的建设是核心任务,此外,必须对自愿减排交易市场进行整合,利用既有的市场基础建立(完善)后京都时代的国际市场体系下的国内子市场;国家统一强制减排交易市场是中国碳金融发展进入第三阶段的标志,围绕着国家统一强制减排交易体系中国将建立起层次丰富,功能齐备的碳金融体系。
[Abstract]:At present, the environmental and resource constraints facing China's economic development are prominent. At the same time, the international climate policy environment also poses great external political and economic pressure on China's greenhouse gas emission reduction. Developing low-carbon economy has become China's practice of scientific development concept. The ideal way to maintain sustainable economic growth and cope with changes in international climate policy. Under this background, how to promote greenhouse gas emission reduction and develop low-carbon economy is an outstanding research topic at present. At the same time, the effectiveness of carbon finance as a market-oriented response to greenhouse gas emissions reduction has been widely recognized in western developed countries. Carbon finance is a combination of many elements with carbon trading market as the core. Carbon trading market is the core market of carbon finance and carbon trading is the core activity of carbon finance. Therefore, the comprehensive analysis of carbon trading market must also involve all kinds of elements and subjects of carbon finance, which can reflect the overall picture of carbon finance; the construction of the development model of carbon finance in China can also be carried out and promoted around the carbon trading market. The development of carbon finance in western countries is in the leading position. The road of carbon finance to promote the development of low-carbon economy in order to achieve greenhouse gas emission reduction and sustainable economic growth is worth learning from China. Starting from the carbon trading market, this paper first analyzes the current situation of the major carbon financial markets in the world, and systematically summarizes the development experience of the major carbon financial markets in the world based on the countries (regions). Then it introduces and analyzes the development of carbon finance in China, and points out that there are many problems in the market structure and the main body of carbon finance in China. The feasibility and necessity of further development of carbon finance in China are analyzed thoroughly and comprehensively. Combined with the practical experience of the development of carbon finance in western countries and the reality of China, this paper puts forward and systematically expounds the development mode and steps of China's carbon finance: driven by both market forces and administrative forces, Regional compulsory emission reduction market and national unified compulsory emission reduction market as the symbol of the three stages of gradual development. At the present stage of development, it is necessary to vigorously develop the voluntary emission reduction trading market and at the same time to improve the domestic submarket of the Kyoto market (to establish the domestic sub-market of the post-Kyoto international carbon trading market); in the second stage, The construction of regional compulsory emission reduction trading market is the core task. In addition, it is necessary to integrate the voluntary emission reduction trading market and establish (perfect) the domestic sub-market under the international market system in the post-Kyoto era by using the existing market foundation. The national unified mandatory emission reduction trading market is the symbol of the third stage of China's carbon finance development. China will establish a carbon finance system with rich levels and complete functions around the national unified mandatory emission reduction trading system.
