黑龙江省林业碳汇市场建设研究

【摘要】:随着全球气候变暖问题的凸显,利用森林资源的吸碳能力来减缓气候变化成为公认的最为经济有效的途径,以此为依托的新兴市场—林业碳汇市场逐渐发展起来。虽然目前我国作为发展中国家暂不承担《京都议定书》规定的减排义务,但在当前我国建设和谐社会号召人类与大自然和谐相处的形势下,发展我国林业碳汇市场日益重要。黑龙江省作为林业大省,应该依托林业碳汇项目,构建林业碳汇交易市场,积极参与碳汇贸易,将经济效益与生态保护紧密结合,促进林业和社会的可持续发展。 本文以林业碳汇相关理论为基础,结合国内外林业碳汇市场发展状况和经验,依据京都议定书和清洁发展机制下林业碳汇项目对土地的要求,从供给和需求角度来研究黑龙江省林业碳汇市场的建设问题。首先,结合黑龙江省森林资源清查结果,选用森林蓄积量扩展法估算出黑龙江省森林碳储量丰富,且碳汇潜力巨大,黑龙江省广袤的无林地及黑龙江省林业碳汇发展规划等政策的制定实施也将为黑龙江省发展林业碳汇市场提供支撑和动力;然后利用对公众的林业碳汇购买意愿的调查数据,分析黑龙江省公众对林业碳汇的需求特征,并运用Logistic回归模型对调查统计数据进行回归分析,结果表明公众受教育程度、认为个人和家庭是否应减少碳排放、是否知道森林固碳作用、是否知道中国绿色碳汇基金会、购买碳汇是否体现公民义务责任感、及购买碳汇的频次是影响公众参与林业碳汇活动的主要因素;最后从林业碳汇市场的供给方、需求方、第三方独立认证机构、交易所和交易客体等五个构成要素出发,构建设计出黑龙江省林业碳汇市场体系机制,并为构建黑龙江省林业碳汇市场体系提出具体对策建议。
[Abstract]:With the global warming problem prominent, it has become the most economic and effective way to use the carbon absorption ability of forest resources to mitigate climate change. Based on this, the forestry carbon sink market has gradually developed. Although China, as a developing country, does not undertake the emission reduction obligations stipulated in the Kyoto Protocol for the time being, it is increasingly important to develop the forestry carbon sequestration market in China under the current situation of building a harmonious society and calling on human beings to live in harmony with nature. Heilongjiang province, as a big forestry province, should rely on forestry carbon sequestration project, construct forestry carbon sink trading market, take an active part in carbon sink trade, combine economic benefits with ecological protection, and promote the sustainable development of forestry and society. Based on forestry carbon sequestration theory, combined with domestic and foreign forestry carbon sequestration market development situation and experience, according to the Kyoto Protocol and the clean development mechanism of forestry carbon sequestration projects on land requirements, This paper studies the construction of forestry carbon sink market in Heilongjiang Province from the point of view of supply and demand. First of all, according to the results of forest resources inventory in Heilongjiang Province, the forest carbon reserves in Heilongjiang Province are rich and the potential of carbon sink is huge. The formulation and implementation of such policies as the vast forest land in Heilongjiang Province and the forestry carbon sink development plan of Heilongjiang Province will also provide support and power for the development of forestry carbon sequestration market in Heilongjiang Province, and then use the survey data on the public's willingness to purchase forestry carbon sinks. The characteristics of public demand for forestry carbon sinks in Heilongjiang Province were analyzed, and logistic regression analysis was used to analyze the statistical data. The results showed that the public were educated and thought that individuals and families should reduce carbon emissions. Whether we know the forest carbon sequestration effect, whether we know the China Green carbon sequestration Foundation, whether the purchase of carbon sinks reflects the sense of responsibility of citizens, and whether the frequency of purchasing carbon sinks are the main factors that affect the public participation in forestry carbon sequestration activities; Finally, starting from the five components of forestry carbon sink market, such as the supply side, the demand side, the third party independent certification body, the exchange and the trading object, the mechanism of forestry carbon sequestration market system in Heilongjiang Province is designed. And put forward specific countermeasures and suggestions for the construction of forestry carbon sequestration market system in Heilongjiang Province.
