【摘要】： 二十一世纪的竞争实质上是高技术的竞争，高技术是一国综合实力的象征。但高技术必须转化为现实生产力才能发挥作用，而高技术价值的实现不是一个自发的过程，必须依靠相应的动力，有效地推动它。高技术价值评价是高技术向生产力转化的桥梁，是高技术供需的结合点。本文从高技术的特征出发，系统研究高技术影响因素，，探讨高技术价值形成机理，构造高技术价值评价指标体系和量化评价方法，并在管理及运行机制上推动高技术向现实生产力转化。论文主要内容如下： 1．根据高技术发展历程及经济学基本原理，系统阐述了高技术的基本特征，深入分析了高技术价值的高风险性、高附加值性、高成本性。从而揭示了高技术价值的经济科技特性，为高技术价值的评价奠定了基础。 2．全面研究了高技术价值评价的影响因素，从成本、收益、市场三方面阐述了高技术价值的构成要素，全新提出了高技术价值形成机理的三种价值形态。在收益因子分析中，首次提出了高技术产品寿命周期四个阶段的定量分析，并确定出四个周期的分界点，为准确计算高技术价值量提供了依据。 3．提出了高技术价值评价应遵循的原则，建立了完善的高技术价值评价指标体系，创造性设定了高技术价值三元联动评价模型，并具体分析了各自参数，尤其是对技术分成率提出了测度方法，具有很强的操作性。 4．从客观外部条件提出了三维式高技术成果转化机制，细致分析了供给机制、需求机制、引导机制，有效地保证和促进高技术成果转化。高技术价值评价具有较深的理论和丰富的内涵，是经济管理领域研究的重要课题。
[Abstract]:Competition in the 21 th century is essentially a high-tech competition, high-tech is a symbol of a country's comprehensive strength. The realization of high technology value is not a spontaneous process, but must rely on the corresponding motive force to promote it effectively. High-tech value evaluation is the bridge of the transformation from high technology to productivity and the combination of supply and demand of high technology. Based on the characteristics of high technology, this paper systematically studies the influencing factors of high technology, discusses the formation mechanism of high technology value, constructs the evaluation index system and quantitative evaluation method of high technology value. And in the management and operation mechanism to promote the transformation of high-tech to real productivity. The main contents of this paper are as follows: 1. According to the development of high technology and the basic principles of economics, the basic characteristics of high technology are expounded systematically. The high risk, high added value and high cost of high technology value are deeply analyzed. Thus, the economic and technological characteristics of high-tech value are revealed, which lays a foundation for the evaluation of high-tech value. 2. The influencing factors of high-tech value evaluation are comprehensively studied. This paper expounds the constituent elements of high technology value from three aspects of cost, profit and market, and puts forward three value forms of forming mechanism of high technology value. In the income factor analysis, the quantitative analysis of the four stages of the life cycle of high-tech products is proposed for the first time, and the dividing points of the four cycles are determined. It provides the basis for accurate calculation of the value of high technology. 3. The principles that should be followed in the evaluation of high technology value are put forward, and a perfect index system of high technology value evaluation is established. In this paper, the three dimensional evaluation model of high technology value is set up, and their parameters are analyzed in detail, especially the measurement method of technology share rate is put forward. 4. From the objective external conditions, the paper puts forward a three-dimensional transformation mechanism of high-tech achievements, and carefully analyzes the supply mechanism, demand mechanism, guiding mechanism, Effectively ensure and promote the transformation of high-tech achievements. High-tech value evaluation, with deep theory and rich connotation, is an important subject in the field of economic management.
