经济系统进化及动因

【摘要】： 本文根据经济理论所取得的成果，吸取现代系统科学的理论和方法，分 析了经济系统的要素、结构与功能及其演化，其中着重论述了经济系统的进 化及其动因一技术创新的作用和产生这种作用的方式和机理。经济系统的进 化和技术创新对其的推动作用及过程是本文的中心论题。 经济学经过二百多年的发展，形成了系统的理论体系，并在指导经济实 践中取得了巨大的成就，但经济学继承近代哲学和科学的传统，沿袭了原子 还原主义的分析方法，具有静态的、机械的和简单的特征，又存在着局限 性。现代系统科学的崛起，为我们提供了一幅全新的世界图景：现实的世界 是动态的、随机的和复杂的，事物都是以系统的形式存在的。系统科学的综 合性、整体性的思想方法几乎渗透到现代社会、科学和思维的所有领域。汲 取系统科学理论成果，突破古典的分析框架，不仅对经济理论分析的发展有 着十分重要意义，而且将对两种文化传统的汇流和统一起到积极的推动作 用。 经济是一个具有大量要素、多层次、非线性的复杂系统。按照所分析问 题的要求，可将经济系统划分为若干个（要素）子系统或分系统，每一子系 统又可以继续划分。经济系统要素之间存在种种非线性相互作用，使得经济 系统具有十分复杂的结构。这种经济结构决定了经济系统的各种功能。 经济系统是一开放系统，开放系统的本质特征在于系统是不断演化的。 经济不会永远停留在某一状态水平上，总要从一个状态进入到另一个状态， 或表现为经济增长（量的增加）或表现为经济发展（结构的改变）。正确理 解和把握经济系统进化的方式、途径和机理，这无论是对经济理论分析，还 是对宏观经济的调控实践都有着十分重要的意义。 经济系统进化（增长和发展）源泉在于系统内部产生的和来自外部的大 量涨落因素，在一定条件下经过非线性相互作用的放大，从而形成了巨涨 落，引起了产业结构的变化和生产的重新分工，使得经济系统从一个状态变 化到另一个状态。 从对经济生产的历史和现状分析可知：技术创新正是满足经济系统进化 条件的主要的、恒久的涨落因素，而信息、知识则又是非线性作用之源，因 而以知识和信息运用等为主要特征的技术创新就成为经济增长和发展的主要 动力源泉。技术创新的发生、传播和扩散过程也就是经济系统的发展过程。 经济增长和经济发展历来就是经济学家们十分关注的论题。人们对经济 增长和发展的关注主要在于企图寻找出它的源泉。不同的经济学派找出的源 泉也就不同。就以技术进步而言，也有外生变量和内生变量的模型。但所有 的讨论都是在古典经济理论的框架中进行的，并且存在很大的局限，这就是 所有模型都是“黑箱”方法，即只反映经济运行的结果，而不能揭示导致这 种结果的过程。现代系统科学为我们提供了结构分析与功能分析相结合的整 体性方法，使我们不但能把握经济运行的结果，即经济系统对环境的功能， 而且可以把握产生这种功能的经济结构，，为经济的调控提供了较为可靠的方 法。 系统动力学综合了静态分析与动态分析、定性分析与定量分析、确定性 分析与随机分析、现状分析与预测等多种分析方法。系统动力学方法在经济 分析中将具有十分广阔的应用前景。
