第三部门：资源配置的制度创新

【摘要】： 本文用四大部分论述了“第三部门—资源配置的制度创新”这一主题。第一部分是在文献综述的基础上，针对资源配置研究中存在的问题，提出了“第三部门—资源配置的制度创新”这一研究论题。第二部分主要界定本论题中涉及的几个核心概念：第三部门、资源和资源配置。第三部分是从四个方面来论述第三部门资源配置：即一是梳理了第三部门资源配置的七个理论视角，主要包括政府失灵和市场失灵理论、合约失灵理论、供给理论、社会组织理论、历史发展理论、传统文化因素与第三部门、社会需求理论。二是从六个方面比较了政府、市场与第三部门的资源配置：即从资源配置三元分析模式的理论梳理、三者的作用域、配置主体的比较、配置优劣势比较、最适合的配置任务比较、配置主体行为比较，得出第三部门是与政府、市场一样对资源配置起重要作用的配置制度。三是从第三部门资源配置、第三部门资源配置的效率和第三部门资源配置的缺陷三个方面论述了第三部门资源配置的制度创新；四是对第三部门资源配置作了中国的实证研究。第四部分是本文的结论。即第三部门资源配置自古有之；第三部门资源配置具有现实的可能性和必要性；第三部门资源配置领域涉及广泛，涉及到社会生活各个方面；第三部门资源配置的优势是政府和市场无法替代的；资源配置研究的应是政府—市场—第三部门的三维分析框架；第三部门资源配置不是万能的，要破除第三部门资源配置的神话；第三部门资源配置符合社会可持续发展的需要；第三部门资源配置是社会实现可持续发展的必要条件；第三部门相对于市场和政府来说处于弱势地位，各种理论、配置机制等还不健全，因此第三部门资源配置还处于发展阶段，在发展过程中有很多需要解决的问题和难点，需要理论界和社会的共同努力才能更好地发挥。
[Abstract]:This paper discusses the theme of "Institutional Innovation of the third sector-Resource allocation" in four parts. The first part is on the basis of literature review, aiming at the problems existing in the research of resource allocation, the thesis of "institutional innovation of the third sector-resource allocation" is put forward. The second part mainly defines several core concepts involved in this thesis: the third sector, resources and resource allocation. The third part discusses the third sector resource allocation from four aspects: first, combing the third sector resource allocation seven theoretical perspectives, mainly including government failure and market failure theory, contract failure theory, supply theory, Social organization theory, historical development theory, traditional cultural factors and the third sector, social demand theory. The second is to compare the resources allocation of government, market and the third sector from six aspects: namely, combing the theory of the ternary analysis mode of resource allocation, the scope of action of the three, the comparison of the main body, the advantages and disadvantages of the allocation. The most suitable allocation task comparison, the disposition subject behavior comparison, the third department is the allocation system which plays the important role to the resources allocation like the government, the market. The third part discusses the institutional innovation of the third sector resource allocation from three aspects: the third sector resource allocation, the third sector resource allocation efficiency and the third sector resource allocation defect. The fourth part is the conclusion of this paper. That is, the third sector resource allocation has existed since ancient times, the third sector resource allocation has realistic possibility and necessity, the third sector resource allocation domain involves a wide range, involves various aspects of social life; The advantages of resource allocation in the third sector are irreplaceable by the government and the market; the research on the resource allocation should be a three-dimensional analysis framework of the government, market and the third sector; the third sector resource allocation is not omnipotent. It is necessary to eliminate the myth of the third sector resource allocation, the third sector resource allocation conforms to the needs of social sustainable development, the third sector resource allocation is the necessary condition for the society to realize sustainable development; The third sector is in a weak position relative to the market and the government, and all kinds of theories and allocation mechanisms are not perfect. Therefore, the third sector resource allocation is still in the development stage, and there are many problems and difficulties to be solved in the process of development. The joint efforts of the theorists and the society are needed in order to play a better role.
