产能利用率的科学界定与国际比较

【摘要】：科学界定产能利用率是精准识别和有效化解产能过剩的前提,应从理论上清晰界定产能过剩率及其不同的表现形式。为此,作者区分了技术性产能利用率与经济性产能利用率,并引入闲置产能与过剩产能的概念。两种产能虽然都是产能的非完全利用,但在形成逻辑上有质的不同,政策处理方式上也应该有差异。
[Abstract]:The scientific definition of capacity utilization ratio is the premise of accurate identification and effective solution of overcapacity, and the overcapacity rate and its different forms should be clearly defined theoretically. Therefore, the author distinguishes the technical capacity utilization ratio from the economic capacity utilization ratio, and introduces the concept of idle capacity and excess capacity. Although the two types of production capacity are not fully utilized, there are qualitative differences in the formation of logic, and there should also be differences in policy approaches.
