社会主义市场经济条件下公平与效率关系的再思考

【摘要】： 公平、效率及其关系问题一直是经济学界所争论的难题之一，甚至有 的人称之为经济学的“斯克芬斯”之谜。对此，，仁者见仁，智者见智。“效 率优先，兼顾公平”无论是作为一种理论探讨还是作为一项战略实施都应 具有其特定的历史性，都应该随着社会实践的发展而有所创新。目前，在 中国经济处于转型时期，尤其在居民收入差距不断拉大，社会分配不公现 象日益严重的状况下，重新审视公平与效率的关系，对公平与效率战略进 行重新抉择就显得更为重要了。 本文主要分为四章： 第一章主要就公平与效率的一般性理论问题进行了总结和评论，涉及公 平与效率的基本概念；马克思主义者关于公平与效率理论的论述；中外理 论界关于公平与效率抉择理论的评述等。 第二章主要就“公平基础，效率中心”之提法的理论根据和实践基础进 行了详细地分析和论证，以充分说明该提法的合理性。 第三章侧重于对“公平基础，效率中心”的内容和意义进行剖析。在于 说明该提法的特点所在。 第四章主要陈述如何在社会实践中贯彻和实施“公平基础，效率中心” 这一战略措施，同时强调了关注社会弱势群体的问题。 文章的最后是笔者就成就此文的原因和过程进行了简短地回顾和说明。
[Abstract]:Fairness, efficiency and its relationship have always been one of the controversial problems in the field of economics, and some people even call them the riddle of "Schaffins" in economics. Regarding this, the benevolence sees the benevolence, the wisdom sees the wisdom. "effectiveness takes precedence, Whether as a theoretical discussion or as a strategic implementation, it should have its specific history and should be innovated with the development of social practice. At present, the Chinese economy is in a period of transition, especially when the income gap of the residents is constantly widening. Under the increasingly serious situation of unfair social distribution, we should re-examine the relationship between equity and efficiency. It is even more important to rechoose the strategy of fairness and efficiency. This paper is divided into four chapters: the first chapter summarizes and comments on the general theory of fairness and efficiency. The basic concepts of fairness and efficiency are involved, and the theory of fairness and efficiency is discussed by Marxists. Comments on the theory of fairness and efficiency in Chinese and foreign theorists. In the second chapter, the theoretical basis and practical basis of the formulation of "fair foundation, efficiency center" are analyzed and demonstrated in detail to fully explain the reasonableness of the formulation. The third chapter focuses on the analysis of the content and significance of the Fair Foundation, efficiency Center. The purpose is to explain the characteristics of the formulation. The fourth chapter mainly states how to carry out and carry out the strategic measure of "equity foundation and efficiency center" in social practice, and emphasizes the problem of paying attention to the social vulnerable groups at the same time. At the end of the article, the author briefly reviews and explains the reasons and process of the achievement of this article.
