【摘要】： 邓小平发展非公有制经济思想有丰富的内涵，它是对马克思主义、列宁主义、毛 泽东思想的继承和发展。在邓小平发展非公有制经济思想指导下，我国非公有制经济 获得了前所未有的发展。在新世纪学习和研究邓小平发展非公有制经济思想，解决非 公有制经济出现的新情况、新问题，这对于全面建设有中国特色的社会主义和全面建 设小康社会具有重要意义。 发展非公有制经济思想，是邓小平在深刻总结历史经验的基础上，根据我国将长 期处在社会主义初级阶段的国情和生产关系一定符合生产力的客观规律的基础上提 出来的。非公有制经济是社会主义经济必要的有益的补充，是长期为社会主义服务的， 邓小平发展非公有制经济思想，极大地推动了中国经济的发展，在中国社会主义建设 中具有重要历史地位，它使我们党对非公有制经济的认识突破了传统观念的束缚，实 现了从“对立论”发展到“基本经济制度”和“重要组成部分”，再到今天的“毫不 动摇的鼓励、支持和引导非公有制经济发展”的历史性飞跃。邓小平发展非公有制经 济思想是上述立论的重要思想理论基础。 邓小平发展非公有制经济思想的理论渊源，主要有三个方面，一个是源于马克思 跨过资本主义“卡夫丁峡谷”的原理。马克思认为经济文化落后的国家在政治形势上 可以跨越资本主义，但在经济和技术方面却决不能超越这个历史发展自然程序上的必 然阶段。邓小平对马克思的继承和发展在于，强调在社会主义初级阶段的中国，生产 力极为落后的情况下，必须学习、借鉴和利用资本主义，这是我们新时期发展的起点。 二是源于列宁的新经济政策思想。邓小平继承和发展了列宁的新经济政策思想，在农 村开始改革，实行联产承包责任制，发展非公有制经济。三是源于毛泽东新民主主义 的经济思想，邓小平继承和发展了毛泽东利用资本主义的思想，，第一次真正的把利用 资本主义的问题，提到了国家发展战略的高度加以认识。 邓小平发展非公有制经济思想的实践基础，是我国公有制与非公有制经济共同发 展社会主义经济的实践。改革开放以来，公有制经济与非公有制经济通过投资、生产 和流通，在企业内部和外部形成了你中有我，我中有你，相互渗透，相互融合，共同 发展的局面，公有制经济与非公有制经济在市场经济条件下，相互竞争，相互补充， 使得社会主义市场经济体制更加完善，非公有制经济已成为社会主义市场经济的重要 组成部分。 在公有制经济的影响力、控制力不断增强的同时，我国个体、私营等各种形式的 非公有制经济正迅速发展，己成为国民经济发展的新的重要增长点。十六大的胜利召 开，为新时期非公有制经济的发展营造了前所未有的发展空间。
