财政分权与经济增长相关分析

【摘要】： 近十年来，财政分权已经成为一个流行政策。财政分权与经济增长的关系也日益引起人们的关注。在前人的研究中，他们对两者之间相互作用的机制探讨不够。本文着眼于两者之间相互作用机制的加深此问题的研究。文章第一部分，简述了本文研究的理论意义和实践意义：在理论上，此问题的研究有助于加深对财政分权的认识；在实践可提供评估财政分权实践的框架。第二部分综述了前人对经济增长与经济增长相互作用的研究。第三部分，对本文研究的主题和一些相关的概念作了说明。第四部分探讨了经济增长作用于财政分权的机制，并实证检验了这种作用。文章提出经济增长可能通过收入需求效应、中间需求效应和供给效应引起财政分权程度的相应变动。实证发现在发达国家经济增长对财政分权的影响表现出较一致的正的效应，而在发展中国家表现复杂且不具有一致性。第五部分，本文研究了财政分权对经济增长的作用途径，财政分权可能通过资源配置效应、制度环境效应促进或者阻碍经济增长，实证研究发现在部分国家，，财政分权促进了经济增长，但这种关系的普遍性并为得到证实。第六部分研究了在我国财政分权于经济增长之间的相互关系。第七部分小结了本文的研究结论：财政分权与经济增长之间存在复杂的关系，经济增长的一些效应会导致财政分权的变化，而财政分权对经济增长也有理论上的资源配置效应和制度环境效应。
[Abstract]:Fiscal decentralization has become a popular policy in the past decade. The relationship between fiscal decentralization and economic growth has attracted more and more attention. In previous studies, they have not explored the mechanism of interaction between the two. This paper focuses on the study of the mechanism of interaction between the two. In the first part of the paper, the theoretical and practical significance of this study is briefly described: theoretically, the research on this issue is helpful to deepen the understanding of fiscal decentralization, and in practice it can provide a framework for evaluating the practice of fiscal decentralization. The second part summarizes the previous studies on the interaction between economic growth and economic growth. In the third part, the theme of this paper and some related concepts are explained. The fourth part discusses the mechanism of economic growth on fiscal decentralization, and empirically tests this role. This paper suggests that economic growth may result in the corresponding changes in the degree of fiscal decentralization through income demand effect, intermediate demand effect and supply effect. It is found that the effect of economic growth on fiscal decentralization in developed countries is consistent and positive, while in developing countries it is complex and inconsistent. In the fifth part, this paper studies the effect of fiscal decentralization on economic growth. Fiscal decentralization may promote or hinder economic growth through the effects of resource allocation and institutional environment. Fiscal decentralization promotes economic growth, but the relationship is universal and proven. The sixth part studies the relationship between fiscal decentralization and economic growth in China. The seventh part summarizes the conclusion of this paper: there is a complex relationship between fiscal decentralization and economic growth, and some effects of economic growth will lead to the change of fiscal decentralization. Fiscal decentralization also has the effects of resource allocation and institutional environment on economic growth.
