产业集群创新模式的政府角色研究

【摘要】： 在我国,政府是整个社会管理的综合调控者、社会规则的仲裁者、科技经济活动的主要组织者,强化政府在科技园区集群创新中的作用是当前国家经济环境下国内外学者探讨的论题之一。本文通过分析美国的硅谷产业园区、台湾新竹园区等国际知名高新技术园区,结合笔者在上海紫竹科学园区的实践工作经验,对产业集群的政府角色及其创新模式进行探索。文中首先结合产业集群的概念、特征及其系统构成以及产生的条件及形成机理,对政府在产业集群中的职能作用进行了理论分析。接着,就地方政府介入产业集群创新模式的一般涵义分析,且将硅谷和新竹等世界两大知名园区作为现实理论依据进行了比较研究,得出不能有效避免“市场失灵”和仍旧存在系统缺陷等问题。并从加强规制系统建设、扶持辅助系统、规制系统与辅助系统相互支持、聚焦外部环境等四个方面提出解决方案。进而在此基础上,结合上海紫竹科学园区的实际,提出集群创新网络结构模型,指出要促进核心网络层横向纵向发展、合理把握辅助网络层中的政府原则、不断完善辅助网络层、重视群外网络层的发展、重视三大网络层的交互合作等建议。最后,文中着重提出政府在集群创新网络结构模型中应把握的原则,本文的研究正是基于丰富我国科技园区研究理论的目的,提出地方政府在科技园区集群创新中的作用,以完善政府角色及集群创新的模式。
[Abstract]:In China, the government is the comprehensive regulator of the whole social management, the arbiter of the social rules, the main organizer of the scientific and technological economic activities, Strengthening the role of the government in the cluster innovation of science and technology parks is one of the topics discussed by scholars at home and abroad under the current national economic environment. Based on the analysis of American Silicon Valley Industrial Park, Taiwan Hsinchu Park and other international famous high-tech parks, combined with the author's practical work experience in Shanghai Zizhu Science Park, this paper explores the government role of industrial cluster and its innovative mode. This paper firstly analyzes the function of government in industrial cluster by combining with the concept, characteristics, system constitution, conditions and forming mechanism of industrial cluster. Then, the paper analyzes the general meaning of local government intervention in industrial cluster innovation model, and makes a comparative study on the two world-famous parks, such as Silicon Valley and Hsinchu, as the theoretical basis of reality. It can not effectively avoid "market failure" and still exist problems such as system defects. The solutions are put forward from four aspects: strengthening the construction of regulatory system, supporting the auxiliary system, supporting each other between the regulatory system and the auxiliary system, and focusing on the external environment. On the basis of this, combined with the reality of Shanghai Zizhu Science Park, the paper puts forward the network structure model of cluster innovation, points out that we should promote the horizontal and vertical development of core network layer and reasonably grasp the government principle in auxiliary network layer. To improve the auxiliary network layer, attach importance to the development of the network layer outside the group, attach importance to the interaction and cooperation among the three network layers, and so on. Finally, the paper puts forward the principle that the government should grasp in the network model of cluster innovation. The research of this paper is based on the purpose of enriching the research theory of science and technology park in our country, and puts forward the role of local government in the innovation of cluster of science and technology park.
