我国公共福利差距的测定及影响因素研究

【摘要】：社会成员享受社会成果分配的渠道主要包括个人收入分配和社会公共福利分配。公共福利作为再分配领域的重要内容,其重要职能是实现公平分配,调节以个人收入分配为主的初次分配中的不公平现象。十一届三中全会以来,中国城乡居民之间的公共福利分配得到了有效的改善,但是,在我国社会经济生活中的不平等现象也越来越严重,不仅存在着居民收入分配的差距,也出现了公共福利分配差距的不平等现象。然而针对公共福利领域的不均衡现象,尤其是对公共福利差距程度的定量分析不够,本文通过建立综合反映公共福利分配的量化指标体系,主要包括基尼系数、洛伦茨曲线、泰尔指数等公平性量化指标,来测定我国公共福利的地区之间、城乡之间等方面的差距程度。
[Abstract]:Social members enjoy the distribution of social achievements through the distribution of personal income and social public welfare. As an important part of redistribution, the important function of public welfare is to realize fair distribution and to adjust the unfair phenomenon in the initial distribution of personal income distribution. Since the third Plenary session of the Eleventh Central Committee, the distribution of public welfare between urban and rural residents in China has been effectively improved. However, inequality in China's social and economic life is becoming more and more serious, and there is not only a gap in the distribution of residents' income. There is also inequality in the distribution of public welfare. However, in view of the imbalance in the field of public welfare, especially the quantitative analysis of the gap in public welfare, this paper establishes a quantitative index system that comprehensively reflects the distribution of public welfare, including the Gini coefficient and Lorentz curve. In order to measure the disparity between the public welfare regions and between urban and rural areas, the equity quantitative index such as Tyr index is used to measure the degree of the disparity between the public welfare areas in China.
