【摘要】：政府、市场和社会都可以提供公共物品，，并且在一定的领域，它们都能够做得很好，但是，公共物品的公共消费、非排他性和非竞争性特征，使任何一个单一的主体都很难实现公共物品的充分和有效供给。只有建立复合的公共物品多元供给机制，才能实现公共物品的充分有效供给与可持续发展。本文就将在试图构建由政府、市场和社会三者组成的公共物品供给责任机制的基础上，论述它们之间所形成的密切的“伙伴关系”。本文分五章：第一章，基本概念阐释。本章将主要阐释几个基本概念，如公共物品、供给和责任，并根据这几个概念简要分析公共物品的特征和分类，以及建立公共物品责任机制。第二章，公共物品供给中的政府责任。本章将分析政府成为公共物品供给主体的原因，政府在公共物品供给中所具有的功能和所要承担的责任以及政府供给公共物品的效率。第三章，公共物品供给中的市场责任。本章将分析市场成为公共物品供给主体的原因，市场在公共物品供给中所具有的功能和所要承担的责任以及结合几个案例分析市场供给公共物品的效率。第四章，公共物品供给中的社会责任。本章将分析“第三部门”成为公共物品供给主体的原因，“第三部门”在公共物品供给中所具有的功能和所要承担的责任以及结合几个案例分析“第三部门”供给公共物品的优势和问题。第五章，多主体的多元复合安排。本章将分析公共物品的供给为什么是一种多元复合安排，论证政府、市场和社会之间是一种亲密的“伙伴关系”。
[Abstract]:Government, markets and society can provide public goods, and they can do well in certain areas, but public consumption of public goods, non-exclusive and non-competitive characteristics, So that any single subject is difficult to achieve the full and effective supply of public goods. Only by establishing the multiple supply mechanism of public goods can we realize the full and effective supply and sustainable development of public goods. On the basis of trying to construct the responsibility mechanism of the supply of public goods composed of government, market and society, this paper discusses the close "partnership" formed between them. This article is divided into five chapters: the first chapter, the basic concept explanation. This chapter will explain several basic concepts, such as public goods, supply and responsibility, and briefly analyze the characteristics and classification of public goods according to these concepts, as well as establish the mechanism of public goods responsibility. Chapter two, the government responsibility in the supply of public goods. This chapter will analyze the reasons why the government becomes the main body of the public goods supply, the functions and responsibilities of the government in the supply of public goods, and the efficiency of the government's supply of public goods. Chapter III, the market responsibility in the supply of public goods. The fifth chapter, multi-subject multi-compound arrangement.
