碳目标下的源荷两侧风力发电并网调度研究

【摘要】:随着能源与环境问题的日益突出,电力系统的低碳节能需求也越发迫切。新能源发电的出现可以优化电力行业结构,促进经济结构的低碳化发展。其中,风电作为分布广、产能大的新能源发电,受限于出力不确定性和间断性,并网成本较高,推广阻力较大。如何有效提高风电并网效率,增加风电并网可行性,是现阶段风电发展亟待解决的问题。为提高风电并网效率,改善系统出力情况,增加风电并网竞争力,本文通过基于碳市场碳价的目标在源荷两侧的导入,结合现阶段的电力并网环境,对碳目标在源荷两侧作用做相关探讨,得出适用于不同碳市场和电力市场阶段的政策意见与建议。首先,本文从发电侧角度出发,通过碳目标导入的仿真对比,说明了碳目标导入的有效性。在考虑了不同风电因素对碳目标导入效果的影响后,给出了碳目标在发电侧导入的相关建议;随后,在需求侧响应成本刻画下,考虑碳目标对电力需求侧响应的影响,并通过碳目标导入成本和响应时间分析,得出了需求侧响应方式和风电并网效率的相互影响关系;最后,在源荷两侧风电并网问题探讨的基础上,通过电碳产品碳足迹的考虑,对源荷两侧碳目标导入方式和比重做了进一步的对比研究,并在电力系统仿真结果基础上,对不同阶段碳目标在电力行业中的导入方式和发展路径做了相关规划,为碳目标在电力市场和需求侧市场推广提供政策建议。本研究是基于碳市场的发展趋势的源荷两侧的碳目标导入调度研究,旨在为电力行业能源结构改革提供参考依据,有一定的体制建设和政策导向意义。
[Abstract]:With the increasingly prominent problems of energy and environment, the demand for low carbon energy saving in power system is becoming more and more urgent. The emergence of new energy power generation can optimize the structure of power industry and promote the low carbon development of economic structure. Among them, wind power, as a new energy with wide distribution and large production capacity, is limited by output uncertainty and discontinuity, the cost of grid connection is high, and the promotion resistance is large. How to effectively improve the efficiency of wind power grid connection and increase the feasibility of wind power grid connection is an urgent problem to be solved in the development of wind power at present. In order to improve the efficiency of wind power grid connection, improve the output of the system and increase the competitiveness of wind power grid connection, this paper introduces the target based on the carbon price of the carbon market on both sides of the source load, combined with the current power grid-connected environment. The role of carbon target on both sides of the source and load is discussed, and the policy opinions and suggestions suitable for different carbon market and power market stage are obtained. Firstly, from the point of view of power generation side, the effectiveness of carbon target introduction is illustrated by the simulation comparison of carbon target introduction. After considering the influence of different wind power factors on the introduction effect of carbon target, some suggestions on the introduction of carbon target on the power generation side are given. Then, under the description of demand-side response cost, considering the influence of carbon target on power demand-side response, and through the analysis of carbon target introduction cost and response time, the interaction between demand-side response mode and wind power grid-connected efficiency is obtained. Finally, on the basis of discussing the problem of wind power grid connection on both sides of the source load, through the consideration of the carbon footprint of the electric carbon products, the introduction mode and specific gravity of the carbon targets on both sides of the source load are further compared and studied, and on the basis of the simulation results of the power system, The introduction mode and development path of carbon target in power industry in different stages are planned, which provides policy suggestions for the promotion of carbon target in power market and demand-side market. This study is based on the development trend of the carbon market, the introduction and dispatching of carbon targets on both sides of the source and load, in order to provide a reference for the reform of the energy structure of the power industry, and has a certain institutional construction and policy-oriented significance.
