国际合作项目的跨文化风险管理

【摘要】: 每一个国家都有源于社会深层信念结构的特有文化,,不同文化决定了不同的价值取向,文化的差异是每个国际合作项目都要面临的核心问题,国际合作项目在商品、资本、技术跨越国界的时候,也跨越了文化。文化因素对国际合作项目管理的影响是全方位、全系统、全过程的,它渗透在项目管理的方方面面。文化差异常常给项目实施带来诸多问题,甚至导致文化风险。 本论文选用了四个国际合作项目:中日合作“成都电厂电子束脱硫项目”,中美合作由美国福特基金会赞助的“云南省贫困山区综合开发试验与推广项目”,中国——荷兰合作在云南省实施的“森林保护和社区发展项目”,以及中德合作“云南造林项目”,作为案例。本论文首先采取了一种比较研究的方法,对四个国际合作项目进行深入调查和研究,分别对中国、日本、美国、荷兰、德国的文化产生的根源——地理环境、宗教、哲学,以及民族文化差异进行了对比研究。运用项目管理的有关理论和“问题树”的方法对这四个国际合作项目中文化差异导致的风险进行了分析、识别及评估。在此基础上,提出了国际合作项目的跨文化风险管理的战略性对策。 本论文从文化的视角对国际合作项目的跨文化风险管理进行了尝试性的探索,为中国的跨文化国际合作项目的顺利实施,不断提高国际合作水平和扩大合作领域,达到合作的双赢/多赢效应,提出了切实、可行的战略对策。
[Abstract]:Every country has a unique culture derived from the deep belief structure of society, and different cultures determine different value orientations. cultural differences are the core problems that every international cooperation project has to face. International cooperation projects are in commodities and capital. When technology straddles national boundaries, it also straddles culture. The influence of cultural factors on international cooperative project management is omni-directional, system-wide and whole process, which permeates all aspects of project management. Cultural differences often bring many problems to the implementation of the project, and even lead to cultural risks. In this paper, four international cooperation projects are selected: the Sino-Japanese cooperation "Chengdu Power Plant Electron Beam Desulfurization Project", and the Sino-US Cooperation "Comprehensive Development Test and Popularization Project in Poor mountainous areas of Yunnan Province" sponsored by the Ford Foundation of the United States. The "Forest Protection and Community Development Project" implemented by China and the Netherlands in Yunnan Province, as well as the Sino-German Cooperation "Yunnan Afforestation Project", are taken as examples. First of all, this paper adopts a comparative study method to conduct in-depth investigation and research on four international cooperation projects, respectively, the root causes of China, Japan, the United States, the Netherlands and Germany-geographical environment, religion, philosophy, And the national cultural differences are compared. Based on the theory of project management and the method of "problem tree", this paper analyzes, identifies and evaluates the risks caused by cultural differences in these four international cooperation projects. On this basis, the strategic countermeasures of cross-cultural risk management of international cooperation projects are put forward. This paper attempts to explore the cross-cultural risk management of international cooperation projects from a cultural perspective, so as to continuously improve the level of international cooperation and expand the field of cooperation for the smooth implementation of China's cross-cultural international cooperation projects. The win-win / multi-win effect of cooperation is achieved, and practical and feasible strategic countermeasures are put forward.
