供给理论的历史演进及其在中国的最新发展

【摘要】：目前国际经济持续低迷,中国经济虽然在步入"新常态"以来具有长期向好的发展趋势,但是保证经济增速目标的实现压力较大。2010年后,中国经济增速就呈逐年下滑的趋势,传统拉动经济的"三驾马车"对经济发展的作用收效甚微。目前,宏观经济有许多问题亟需解决,例如:供需结构错位和产业结构失衡等。结合中国的经济发展状况进行分析,不难发现简单的需求管理已经不能满足当下宏观经济调控的需要,通过强化供给领域的结构性改革来解决中国经济发展中存在的深层次失衡矛盾是迫在眉睫的。本论文研究内容包括四个部分:首先,通过论述不同经济时期代表性经济学家的供给理论,梳理回顾西方经济学供给理论的演进历程并做出客观评价。其次,从马克思主义供给理论的来源入手,通过深度挖掘马克思的供给理论以及阐述具有代表性的经典马克思主义经济学家的供给理论,梳理马克思主义供给理论的演进历程,进而对马克思主义供给理论进行客观评价。再次,简单回顾了供给理论在中国的发展历程,全面阐述供给侧结构性改革的提出背景、内涵及任务。改革的背景揭示了当今中国经济发展存在的一系列失衡问题,进一步论证中国基于供给理论对供给侧进行改革的适宜性和必要性,通过对西方经济学供给理论和马克思主义供给理论对供给侧结构性改革的指导分析,阐明供给理论在中国的最新发展状况。最后,根据供给理论在美英两国进行供给改革的实践经验借鉴,提出适合中国国情、富有中国特色的供给侧结构性改革具体的实施路径,从要素层面、产业层面及制度层面同时发力,多方面、全方位地保证供给侧结构性改革的成功落实。通过文献分析法、比较分析法和规范分析法探究了供给理论的历史演进,阐明了供给理论在中国的最新发展情况,得出对于中国具有适宜性和可行性的供给侧结构性改革具体的实施路径。在长久需求导向的经济政策下,对供给理论进行探究的文献不多,本论文通过梳理供给理论的历史演进,揭示了供给理论的思想根源以及发展脉络,不仅仅为全面深刻地理解供给理论提供切实的指导,更加为现今的供给侧结构性改革提供夯实的理论基础。对于供给侧结构性改革具体实施路径的探究,不仅仅对于保证中国经济健康平稳发展有着重要的现实意义,更加对全球经济走出低迷困境有着积极的促进作用。
[Abstract]:The current international economic downturn has continued to be low, while the Chinese economy has a long-term development trend since entering the "new normal", but the realization pressure of the economic growth target is higher. In 2010, China's economic growth rate has been declining year by year. The traditional "troika" of pulling the economy has little effect on the economic development. At present, there are many problems in the macro-economy, such as the dislocation of the supply and demand structure and the imbalance of the industrial structure. Based on the analysis of China's economic development, it is not difficult to find that simple demand management can not meet the needs of the current macro-economic regulation, and it is urgent to solve the deep-seated imbalance in the economic development of China by strengthening the structural reform in the supply field. The content of this thesis consists of four parts: first, through the discussion of the supply theory of representative economists in different economic periods, the evolution of the western economics supply theory is reviewed and the objective evaluation is made. Secondly, starting from the source of Marxist theory of supply, through the deep excavation of Marx's theory of supply and the supply theory of representative classical Marxist economist, the evolution of the theory of Marxist supply is analyzed. Furthermore, the theory of Marxism supply is evaluated objectively. Thirdly, the development of the supply theory in China is simply reviewed, and the background, connotation and task of the supply-side structural reform are fully expounded. The background of the reform reveals a series of imbalances in China's economic development, and further demonstrates the suitability and necessity of China's reform on the supply side based on the theory of supply. Through the analysis of the western economics supply theory and the theory of Marxism supply to the supply-side structural reform, this paper expounds the latest development of the supply theory in China. Finally, based on the experience of the supply theory in the supply reform of the two countries, this paper puts forward the concrete implementation path of the supply-side structural reform, which is suitable for China's national conditions and rich Chinese characteristics. The successful implementation of the supply-side structural reform is guaranteed in all-round way. By means of the literature analysis, the comparative analysis method and the standard analysis method, the historical evolution of the supply theory is explored, the latest development of the supply theory in China is clarified, and the concrete implementation path for the supply-side structural reform with the suitability and the feasibility of China is drawn. Under the economic policy of long-term demand-oriented, there is not much literature to explore the supply theory, this paper reveals the source of thought and the development of the theory of supply by combing the historical evolution of the supply theory, and not only provides practical guidance for the comprehensive and profound understanding of the supply theory, And provides a theoretical basis for providing a compact for the present supply-side structural reform. The research on the specific path of the supply-side structural reform is not only important for ensuring the smooth development of China's economic and health, but also has a positive effect on the global economy coming out of the difficult situation.
