农村公共产品供给结构研究

【摘要】： 经过五十多年的社会主义建设,我国经济发展水平和经济结构发生了巨大的变化,建立了比较完整的工业体系,综合国力不断增强,非农产业成为国民经济建设的主导力量。在经过几年农村税费改革的基础上,2005年,我国政府做出了在全国取消农业税的重大决策。这一政策的出台,实现了自唐代以来农民梦想的“均田地、轻税赋”。意味着中国从此结束了由农业向工业提供资本积累的旧的发展道路,开创“工业反哺农业”的新纪元。为此,本文以“工业反哺农业”为契机,以“农村公共产品供给结构研究”为主题,借鉴国内外公共产品理论的研究成果,采用规范分析、实证分析、系统分析和比较分析的方法,探讨农村公共产品供给结构理论,全面分析农村公共产品供给结构现状,从公平性、需求结构、贡献率以及相互关系等方面对农村公共产品供给结构进行深入探讨,提出农村公共产品供给优先顺序、农村公共产品供给结构优化的基本思路、途径,以及优化农村公共产品供给结构的对策与建议。本文的基本观点是: 一是在“工业反哺农业”的新阶段,“工业反哺农业”既可以表现为对农业生产、农民补贴,又可以表现为给农村提供公共产品。本文提出优化农村公共产品供给结构,增加农村公共产品供给是“工业反哺农业”的重要途径。 二是相对于人类无穷发展的欲望而言,公共产品以及生产公共产品的资源是有限的、稀缺的。公共产品以及生产公共产品资源的稀缺性决定了人类必须做出选择。具体来说,就是要解决生产什么公共产品,生产多少?如何生产公共产品?以及为谁生产公共产品的问题。这三个问题构成农村公共产品供给结构理论的基本问题,也是农村公共产品供给结构研究必须回答的问题。为此,本文就农村公共产品供给结构基本理论问题进行探讨。 三是对于公共产品而言,由于公共产品具有不可分割性,每个消费者面对的消费数量是相同的。但是,不同的消费者愿意支付的价格却是不同的。我们用纵轴表示数量,横轴表示价格,把同一数量下不同消费者愿意支付的价格水平相加,就可以得出这一数量下的所有消费者愿意支付的价格总值,以此类推,就可以得出某一公共产品的社会需求曲线。 四是公平性是农村公共产品的重要特征之一。本文以人均公共产品拥有量作为公共产品供给公平的尺度,对城乡之间、农村地区之间进行比较。在比较的基础上,按照不公平程度越大,必须优先供给的原则,确立农村公共产品供给优先顺序,为优化农村公共产品供给结构提供依据。 五是以国内学者对农村公共产品需求结构研究为基础,从农村居民需求意愿、消费支出构成、边际消费倾向、需求收入弹性等方面对农村公共产品需求结构进行分析,得出农村公共产品需求优先顺序。按照供求均衡原理,对农村公共产品供给进行优先排序,为优化农村公共产品供给结构提供依据。 六是运用数学模型,实证分析农村公共产品各个组成部分的贡献率,并以农村公共产品贡献率大小为标准,对农村公共产品供给进行优先排序,为优化农村公共产品供给结构提供依据。 七是以发达国家公共产品供给实践为例,从理论上探讨公共产品供给结构的内部关系。运用Granger因果检验和偏相关关系分析法对我国农村公共产品供给结构内部关系进行实证分析。以此为依据,对农村公共产品供给进行优先排序,为优化农村公共产品供给结构提供依据。 八是采用德尔菲法,以20位专家对农村公共产品重要程度的评价作为权重,计算上述农村公共产品供给优先顺序的加权平均值,根据公平性、效益性、统筹性和协调性原则,最终确立农村公共产品供给优先顺序,为优化农村公共产品供给结构提供依据。 九是按照农村公共产品供给优先顺序,从农村公共产品供给结构以及各个组成部分内部结构,两个层面提出优化农村公共产品供给结构的基本思路,并根据农村不同地区发展的实际情况,提出农村公共产品供给协同发展与非协同发展的构想。 总之,本文以“工业反哺农业”为契机,通过大胆探索、潜心研究农村公共产品供给结构问题,优化农村公共产品供给结构,提高农村公共资源配置效率,增加农村公共产品供给,从而增强农业综合生产能力,发展农村经济,增加农民收入,实现党的十六届六中全会提出的建设社会主义和谐社会的宏伟目标。
