一种碳交易的协商模式及计量方法

【摘要】:分析了国内外碳交易市场的现状和前景,初步提出了在政府引导支持下,双边谈判模式在碳交易中的应用,并根据碳交易市场的特点,引入了价格系数、离散消减率、自消减总成本和边际成本概念,构建了森林碳汇项目与碳排放主体、碳排放主体与碳排放主体等2种市场运行模式,较为详细地探讨了3种具体交易方案及谈判过程中产生的交易量、交易价格、成本、收益等因子的计算方法,尤其对基于双方自消减与边际成本的碳排放主体间交易模式及因子计算公式做了前瞻性研究;同时,讨论了影响交易进行的关键因素,并形成了交易流程图。意在充分发挥市场对碳汇资源、地区环境的优化配置作用。
[Abstract]:This paper analyzes on the present situation and prospect of the carbon trading market at home and abroad, and puts forward the application of the bilateral negotiation mode in the carbon trading under the guidance of the government. According to the characteristics of the carbon trading market, the concepts of price coefficient, discrete reduction rate, self-reducing total cost and marginal cost are introduced, and two kinds of market operation modes, such as the forest carbon sink project and the carbon emission main body, the carbon emission main body and the carbon emission main body, are constructed. Three specific trading schemes and the calculation methods of transaction volume, transaction price, cost, income and other factors in the negotiation process are discussed in detail, especially the trading mode and factor calculation formula between carbon emission subjects based on self-reduction and marginal cost of both sides are studied in detail. At the same time, the key factors that affect the transaction are discussed, and the transaction flow chart is formed. It is intended to give full play to the role of the market in the optimal allocation of carbon sequestration resources and regional environment.
