超越“华盛顿共识”的新一代经济发展理论评析

【摘要】："华盛顿共识"的失误促使经济发展研究领域兴起一波超越"华盛顿共识"的浪潮。新一代经济发展理论具有鲜明的特征:一是发展观念更具有包容性,即强调公平的发展、民主的发展、包容性发展和可持续发展;二是关注影响发展的深层因素,包括制度与治理、经济结构的变迁、人力资本与创新,以及资源环境约束;三是反对华盛顿共识推荐的"最优制度实践",探寻更加多元的发展路径;四是采取"发展诊断"和"因势利导"的方法,为发展中国家提供有效的政策制定框架。面对后危机时代全球经济的深刻变革,新一代发展理论需要对现有理论范式进行整合,并采取更加开放的研究视角,为理解全球经济发展新格局提供更加有效的分析框架。
[Abstract]:The mistakes of the Washington consensus have led to a wave of surpassing the Washington consensus in the field of economic development research. The new generation of economic development theory has distinct characteristics: first, the concept of development is more inclusive, that is, it emphasizes fair development, democratic development, inclusive development and sustainable development; second, it pays attention to the deep factors that affect development, including system and governance, the change of economic structure, human capital and innovation, and the constraints of resources and environment. The third is to oppose the "optimal system practice" recommended by the Washington consensus and to explore a more pluralistic path of development; the fourth is to adopt the methods of "development diagnosis" and "guidance according to the situation" to provide an effective policy formulation framework for developing countries. In the face of the profound changes of the global economy in the post-crisis era, the new generation of development theory needs to integrate the existing theoretical paradigm and adopt a more open research perspective to provide a more effective analytical framework for understanding the new pattern of global economic development.
