东营市农民专业合作社运行机制研究

【摘要】:党的十八届三中全会提出要加快构建新型农业经营主体,农民专业合作社作为新型农业经营主体之一,通过“生产在户、服务在社”的新型生产经营方式,推动了规模化经营和标准化生产,实现了农户和大市场之间的连接,对巩固农业基础地位、增加农民收入、加快新农村建设、推动现代农业发展起了重要作用。因此,近些年来全国尤其是山东的农民专业合作社如雨后春笋般发展起来。但是,由于在组织管理机制、服务与经营机制、资金筹集机制、收益分配机制、监督激励机制等方面还不够完善和规范,农民专业合作社能否实现长期、规范、可持续发展还具有极大的不确定性,因此对农民专业合作社的运行机制进行系统、深入的研究具有重要意义。本研究运用文献检索法、问卷调查与实地调查相结合、规范分析与实证分析相结合、定性分析与定量分析相结合的方法,对山东省东营市农民专业合作社运行机制进行了系统研究。首先,对农民专业合作社的一般概念进行了阐明,明确了农民专业合作社运行机制的构成及其关系,并对相关理论基础做了阐释;其次,以山东省东营市为例,总结了东营市农民专业合作社的发展特点及其成效。再次,对26个样本社的运行机制进行了剖析。再再次,找出东营市农民专业合作社存在问题并分析原因。最后,提出了完善东营市农民专业合作社运行机制的基本措施和配套措施。经过分析和研究,本文得到如下主要结论:(1)东营市农民专业合作社运行机制由组织管理机制、服务与经营机制、资金筹集机制、收益分配机制、监督管理机制构成。其中,组织管理机制影响着合作社运行效率的高低;资金筹资机制影响着合作社的实力规模;服务与经营机制影响着合作社的未来前景;收益分配机制影响着合作社的发展后劲;监督激励机制影响着合作社的整体运行环境。(2)通过对东营市农民专业合作社发展状况的调查分析,发现东营市农民专业合作社的发展呈现出以下特点:总体发展较快,带动能力不断增强;产业分布广泛,以第一产业为主;领办主体多,以农民牵头组建为主;服务内容不断丰富。同时,东营市农民专业合作社发展成效显著:提高了农民的组织化程度;增加了农民收入;促进了农村经济结构的优化与升级;推动了社会主义新农村的建设。(3)通过对东营市农民专业合作社运行机制的剖析,发现各运行机制还存在以下问题:组织管理机制方面,“三会”制度不健全,规章制度不完善、规范化程度低,民主管理落实不到位;服务与经营机制方面,服务内容不全面,服务质量有待提高,农机设备维修滞后,对外经营渠道单一,品牌意识淡薄、经营特色不突出;资金筹集机制方面,内部积累不足,外部融资渠道狭窄,产权归属不明晰;收益分配机制方面,盈利水平偏低,分配过于倾向大户;监督激励机制方面,监督力度不够,资金激励政策落实不到位,财务管理不够规范。(4)东营市农民专业合作社各运行机制存在问题的原因主要如下:农民合作意识淡薄,缺乏科学管理理念,融资环境约束,市场规律的使然,政府职能的失位。(5)完善东营市农民专业合作社运行机制应遵循以下基本措施:通过完善治理结构、健全制度,优化管理阶层,加强民主管理来完善组织管理机制;通过完善服务内容,搞好多种经营,加强农产品品牌建设来完善服务与经营机制;通过提升内部融资水平,增强外部融资能力、明晰产权关系来完善资金筹集机制;通过提升盈利水平、统一盈余分配机制来完善收益分配机制;通过完善监督机制、强化激励机制、规范财务管理来完善监督激励机制。(6)完善东营市农民专业合作社运行机制还应遵循以下配套措施:加快培育职业农民;强化科技支撑作用;以市场为导向,因地制宜发展地方主导产业;营造宽松的政策环境。
[Abstract]:The party's the third Plenary Session of the 18th CPC Central Committee proposed to accelerate the construction of new agricultural enterprises, farmers' professional cooperatives as one of the new agricultural business entities, through the "production in households, services in the new type of production cooperatives", promote the large-scale operation and standardized production, to realize the connection between farmers and market, to consolidate the position of agriculture as the foundation to increase the income of peasants, accelerate the construction of new countryside, played an important role in promoting the development of modern agriculture. Therefore, in recent years, especially the National Farmers' professional cooperatives in Shandong such as bamboo shoots after a spring rain rain as development. However, due to the organization and management mechanism, service and management mechanism, financing mechanism, income distribution mechanism, supervision and incentive mechanism is not enough improve and standardize, farmer cooperatives can achieve long-term, standardized, but also has great uncertainty to the sustainable development of farmers, so special The operation mechanism of industry cooperative system, has important significance to in-depth study. This study uses the method of literature retrieval, questionnaire survey and field survey combining normative analysis and empirical analysis method, qualitative analysis and quantitative analysis, the operation mechanism of farmer cooperatives in Shandong city of Dongying province were studied firstly. In general, the concept of farmers' professional cooperatives are illustrated, made clear and the relationship between the operation mechanism of farmer cooperatives, and explains the relevant theoretical basis; secondly, taking Shandong city of Dongying Province as an example, summarizes the development characteristics and effectiveness of farmers' professional cooperatives in Dongying city. Once again, the operation mechanism of 26 samples the agency is analyzed. Then again, find out Dongying city farmer cooperatives existing problems and analyzes the reasons. Finally, put forward the improvement of farmer cooperatives in Dongying The operating mechanism of the basic measures and supporting measures. Through analysis and research, the main conclusions obtained are as follows: (1) Dongying city farmer cooperatives operating mechanism by the organization and management mechanism, service and management mechanism, financing mechanism, income distribution mechanism, supervision and management system. The management mechanism affects the efficiency of cooperatives the level of capital; financing mechanism affects the strength of the scale and service cooperatives; operational mechanism of cooperatives affect future prospects; income distribution mechanism affects the development potential of cooperatives; supervision and incentive mechanism affects the overall operating environment of cooperatives. (2) through the investigation on the development status of farmer cooperatives in Dongying City, found that the development of farmers' professional cooperatives in Dongying city showed the following characteristics: the overall rapid development, driven by growing industry; widely distributed in the first industry The main body; lead, to lead the formation of farmers; service constantly enrich the content. At the same time, the development of farmer cooperatives in Dongying city has achieved remarkable results: improving the degree of organization of farmers; increase the income of farmers; to promote the optimization and upgrading of economic structure in rural areas; and promote the construction of new socialist countryside (3) through the analysis. The operation mechanism of farmer professional cooperatives in Dongying City, found that the operating mechanism has the following problems: the organizational management mechanism, the "three" system is not perfect, imperfect regulation, low degree of standardization, the implementation of democratic management is not in place; the service and operating mechanism, service content is not comprehensive, quality of service needs to be improved agricultural equipment, maintenance lag, channel management of foreign single, brand consciousness, management characteristic is not prominent; fund raising mechanism, internal lack of accumulation of external financing channel is narrow, the ownership of property rights Not clear; income distribution mechanism, low profitability, too large distribution; supervision and incentive mechanism, inadequate supervision, incentive funds policy implementation is not in place, financial management is not standardized. (4) the reason of farmer cooperatives in Dongying the operation mechanism problems mainly as follows: Farmers' cooperative consciousness, lack of scientific management the concept of financing, environmental constraints, by the laws of the market, the government function loss. (5) improve the operation mechanism of farmer professional cooperatives in Dongying city should follow the following measures: through the improvement of governance structure, perfecting the system, optimize the management, strengthen democratic management to improve the organization and management mechanism; through the improvement of service content, a variety of business. Strengthen the brand construction of agricultural products to improve the service and management mechanism; through improving the internal financing level, enhancing external financing capacity, clear property rights to improve capital The fundraising mechanism; by improving the profit level, unified surplus distribution mechanism to improve income distribution mechanism; through perfecting the supervision mechanism, strengthening incentive mechanism, standardize the financial management to improve the supervision and incentive mechanism. (6) improve the operation mechanism of farmer professional cooperatives in Dongying city should follow the following measures: to accelerate the development of occupation of farmers; to strengthen scientific and technological support role; market oriented, develop local leading industries; create a relaxed policy environment.
