【摘要】：城乡统筹是我国重要发展战略,土地是城乡统筹的重要生产要素,如何配置直接影响我国社会经济发展与生态文明建设。唐山是京津冀经济圈发展的核心城市,探讨唐山市土地资源配置是进一步搞好唐山市乃至河北省城乡统筹的重要内容。唐山市在城乡统筹发展过程中土地方面存在的问题,一是土地利用规划经济目标突出,综合效益失衡,存在公共服务设施用地、城市景观用地和生态绿地不足等一系列问题;二是土地供需不平衡,制约城乡统筹整体发展;三是土地利用结构不合理,造成土地效能低;四是土地供给机制不健全,“隐形土地市场”的存在弱化了土地管理,并制约土地要素的有效流通。基于多目标规划法,根据2003-2012年统计信息及数据,以社会、经济、生态的综合效益为目标构建土地优化配置模型并应用,得出预测年(2020年)林地面积大幅增加13.37%,农村居民用地大幅减少近7%,河流水面减幅超过4%,除此之外,独立工矿用地和未利用地也有小幅减少,耕地、园地和草地变化不大。就目前配置状况,土地配置在经济发展方面要逐步减少独立工矿用地面积,大力开发利用未利用地和滩涂等;在生态方面应加大开展植树造林种草,重点增加林地用地面积;在社会方面应该在保障耕地面积不减少的前提下,提高公共服务设施用地,以稳步推进城镇化进程。土地资源优化配置的对策与建议包括三个方面,一是以城乡统筹战略为前提,明确土地配置目标;二是节约集约利用土地,减少用地闲置浪费现象;三是完善土地流通制度,疏通土地要素流通途径,建立城乡一体的土地市场。科学合理配置土地资源,是提高唐山市土地资源高效集约利用,实现“社会、经济、生态”协调发展的重要途径,是进一步推进城乡统筹发展的重要保障。
