【摘要】：在全球气候变暖的大背景下,以低能耗、低污染、低排放为基础的低碳经济已经成为农村社会经济发展模式转型的必然选择。西方发达国家都将低碳农业确定为发展现代农业的必由之路,低碳农业是指通过利用先进的科学技术来实现农业生产过程中的低碳化。鹤岗市农村地区在发展低碳农业过程中,应以抑制过剩产为工作实施核心,积极鼓励农民发展低碳农业,在农业生产过程中实现经济效益、社会效益、生态环境效益的有机统一,进而实现农村社会经济的可持续发展。鹤岗市低碳农业发展至今已经取得了良好的成效,对其进行分析研究,以期研究结论对理论和现实具有一定的借鉴意义。首先,本研究以区域生态农业理论、循环经济理论、可持续发展理论为指导,指出低碳农业的提出背景、科学内涵、基本特征等理论基础;其次,本文在参考国内外关于低碳农业研究基础上,对鹤岗市低碳农业目前发展现状及存在问题进行分析;然后,本文在运用文献分析法的基础上,采用层次分析法,研究出影响鹤岗市发展低碳农业的制约因素有:政府财政投入、农业科学技术、农业基础设施,农民教育程度;此外,本文通过参考国内外发展低碳农业的经验,总结得出其对鹤岗市发展低碳农业的启示;最后,结合鹤岗市低碳农业发展的实际情况,提出与之相对应的对策与建议,分别是:加大政府扶持力度;完善农业减排技术的研发与推广;完善低碳农业基础设施建设;提高农民科学文化素质;规范经营休闲观光农业。
[Abstract]:In the context of global warming, low energy consumption, low pollution. Low-carbon economy based on low emission has become the inevitable choice of rural socio-economic development model transformation. Western developed countries have identified low-carbon agriculture as the only way to develop modern agriculture. Low-carbon agriculture refers to the use of advanced science and technology to achieve low-carbon in the agricultural production process. Hegang City rural areas in the development of low-carbon agriculture process should be to suppress excess production as the core work. We will actively encourage farmers to develop low-carbon agriculture and achieve organic unity of economic, social and ecological environmental benefits in the course of agricultural production. So far, the development of low-carbon agriculture in Hegang City has achieved good results, and it is analyzed and studied. With a view to the conclusion of the study for theoretical and practical reference. First, this study based on the regional ecological agriculture theory, circular economy theory, sustainable development theory for guidance, pointing out the background of low-carbon agriculture. Scientific connotation, basic characteristics and other theoretical basis; Secondly, based on the research of low-carbon agriculture at home and abroad, this paper analyzes the current development situation and existing problems of low-carbon agriculture in Hegang City. Then, on the basis of literature analysis, this paper studies the restricting factors that affect the development of low-carbon agriculture in Hegang city: government financial input, agricultural science and technology, agricultural infrastructure. Farmers' education level; In addition, by referring to the experience of developing low-carbon agriculture at home and abroad, this paper summarizes its enlightenment to the development of low-carbon agriculture in Hegang City. Finally, according to the actual situation of low-carbon agriculture development in Hegang City, the corresponding countermeasures and suggestions are put forward, which are: increasing government support; Perfecting the research and development and popularization of agricultural emission reduction technology; Improve the construction of low-carbon agricultural infrastructure; Improving farmers' scientific and cultural quality; Regulate the management of leisure and sightseeing agriculture.
