【摘要】：贫困是制约我国经济发展的重要因素之一。多年来我国在扶贫的道路上积极探索,取得了一定成效,但贫困问题依然严峻,为进一步加快贫困地区发展,实现2020年全面建成小康社会的重要目标,国家提出通过产业扶贫方式来促进贫困地区经济发展。旅游业作为朝阳产业,方兴未艾,它凭借其关联度高、带动力强的比较优势成功从各产业中脱颖而出,成为我国扶贫的重要方式之一。但在具体旅游扶贫实践过程中,实施者通常更加致力于对区域整体层面的扶持,而忽视贫困人口个体的诉求,旅游扶贫目标存在偏差,精准度较低。顺应当下国家精准扶贫的时代背景,将精准扶贫思想与旅游扶贫有机结合,研究旅游精准扶贫,有助于实现贫困人口真正受益,从而达到“扶真贫,真扶贫”目标。甘肃省地处偏远,交通闭塞,经济发展落后,贫困发生率全国排名第二。而由于受自然、文化、历史等多种因素影响,民族地区又是甘肃省贫困人口集聚地,因此,解决甘肃民族地区贫困问题成为了甘肃省的重中之重。甘肃省民族地区旅游资源富集,历史文化久远,异族风情浓郁,生态环境良好,具有良好的旅游资源开发条件。以旅游的方式进行精准扶贫是甘肃省民族地区摆脱贫困的最好选择。由此,本文选取甘肃省民族地区旅游精准扶贫为研究对象,在对旅游精准扶贫相关概念与理论进行阐述的基础上,具体分析了甘肃省民族地区旅游资源状况与贫困人口状况,与此同时,对甘肃省民族地区旅游精准扶贫开发适应条件、现状及问题进行深入剖析,尝试提出甘肃省民族地区旅游精准扶贫的具体实施策略与保障措施,以期能为甘肃省民族地区实现旅游精准扶贫目标提供一定帮助。
[Abstract]:Poverty is one of the important factors restricting the economic development of our country. Over the years, China has actively explored the road of poverty alleviation, and has achieved certain results, but the problem of poverty is still serious, in order to further accelerate the development of poverty-stricken areas. In 2020, to achieve the important goal of building a well-off society in an all-round way, the state proposed to promote the economic development of poverty-stricken areas through the way of industrial poverty alleviation. Tourism, as a sunrise industry, is in the ascendant, and it has a high degree of relevance. Dynamic comparative advantage has successfully emerged from the various industries and become one of the important ways of poverty alleviation in China. However, in the process of specific tourism poverty alleviation, the implementers are usually more committed to the support of the regional overall level. But ignore the individual demands of the poor population, tourism poverty alleviation goals exist deviation, the accuracy is low. In line with the current national precision poverty alleviation background, the concept of precision poverty alleviation and tourism poverty alleviation organic combination. The study of accurate poverty alleviation by tourism is helpful to the realization of the real benefits of the poor population, so as to achieve the goal of "helping the real poor, really helping the poor". Gansu Province is located in remote areas, transportation is blocked, and economic development is backward. The incidence of poverty is the second in the country, and because of the influence of nature, culture, history and other factors, ethnic regions are the poor population concentration in Gansu Province. To solve the problem of poverty in Gansu ethnic areas has become the top priority in Gansu Province. Gansu ethnic areas are rich in tourism resources, long history and culture, rich exotic customs, good ecological environment. It is the best choice to get rid of poverty in ethnic areas of Gansu Province by the way of tourism. Therefore, this paper selects the tourism precision poverty alleviation in ethnic areas of Gansu Province as the research object. On the basis of expounding the concept and theory of tourism precision poverty alleviation, the paper analyzes the status of tourism resources and poor population in ethnic areas of Gansu Province, at the same time. This paper makes a thorough analysis of the conditions, present situation and problems of the development of tourism precision poverty alleviation in ethnic minority areas of Gansu Province, and attempts to put forward the specific implementation strategies and safeguard measures of the tourism precision poverty alleviation in ethnic areas of Gansu Province. In order to provide some help for Gansu ethnic areas to achieve the goal of precision tourism poverty reduction.
