【摘要】：浙江省实施农业综合开发项目至今已有20余年,对农业综合开发产业项目的扶持累积效应已显现。本文主要概括总结了近年来浙江省农业综合开发产业项目扶持效益,通过项目实施前后对比,体现出浙江省农业综合开发项目实施成效显著。同时分析了现阶段农业综合开发项目实施过程中产生的一些新问题和新情况,结合作者工作实际,对现有项目管理体系进行研究和完善,提出有针对性的解决建议。结论如下:浙江省农业综合开发产业扶持项目近几年来扶持成效显著,主要体现在以下几方面:1.浙江农业综合开发产业扶持项目的扶持资金逐年增加,带动农业产业的社会资本投入相应增加。2.项目实施后的成效显著,通过农业产业带动,促进了农业增产,农民增收,产业融合效益明显。3.项目扶持的领域和范围逐步扩大,将农民专业合作社、家庭农场、供销社等纳入扶持的范畴,农业综合开发的覆盖面越来越广。4.项目选项时对与我省"现代农业园区"相结合的项目优先给予立项,重点建设了一批示范带动效益明显的现代农业园区。5.项目的补助形式多样化,通过财政补助、贷款贴息、投资参股等多种形式,丰富了项目管理方法,提高了项目的管理水平。浙江省农业综合开发在取得成效的同时,也产生了一些新问题和新矛盾,主要表现在:1.资金管理多头,容易导致重复安排。2.资金使用分散,难以形成合力。3.项目立项门槛较高。4.申报成本较大5.项目难以按既定方案实施。针对浙江省农业综合开发项目存在的问题,提出以下几点建议:1、做好宣传发动工作。2、科学选择项目。3、项目的申报立项应采取竞争立项,动态管理。4、项目扶持的形式可以进一步创新。5、在确立项目的投资规模时,引入造价预算部门的审核。6、探索财政补助项目先建后补补助机制。7、进一步完善贷款贴息项目管理方式。8、放宽财政补助项目报账凭证要求。9、抓好廉政建设。总之,浙江省实施农业综合开发产业扶持项目是一项长期的工作,它涉及到方方面面的关系,不是在几年的时间内能完善的,需要政府、企业、农户的不断探索和实践,在国家农业综合开发办的领导下,结合省情提高项目的建设管理水平,使之科学、可持续的发展,不断提高为三农工作服务的软实力,实现城乡统筹发展的战略目标,本项目研究有待进一步深化。
[Abstract]:The comprehensive agricultural development project in Zhejiang Province has been implemented for more than 20 years. This paper summarizes the benefit of agricultural comprehensive development industry project in Zhejiang province in recent years and compares it before and after the implementation of the project. At the same time, this paper analyzes some new problems and new situations in the process of implementing comprehensive agricultural development projects in Zhejiang Province, combining with the author's actual work. Research and improve the existing project management system, put forward targeted solutions. The conclusion is as follows: Zhejiang province comprehensive agricultural development industry support project in recent years has achieved remarkable results. Mainly reflected in the following aspects: 1. Zhejiang comprehensive agricultural development industry support project support funds increased year by year, led to the corresponding increase in agricultural industry social capital investment. 2. The implementation of the project has achieved remarkable results. Through the agricultural industry to promote the increase in agricultural production, farmers' income, the obvious benefits of industrial integration .3. the scope and scope of the project support gradually expanded, farmers' professional cooperatives, family farms. Supply and marketing cooperatives and other into the scope of support, comprehensive agricultural development coverage is becoming wider and wider. 4. When the project options and "modern agricultural park" projects in our province to give priority to the establishment of projects. Focus on the construction of a number of demonstration drive the obvious benefits of modern agricultural park .5.The project subsidy form diversification, through financial subsidies, loans discount, investment and equity participation and other forms, enriched the project management methods. Improve the management level of the project. The comprehensive agricultural development in Zhejiang Province has achieved results, but also produced some new problems and new contradictions, mainly reflected in: 1. Long fund management. It is easy to lead to duplicative arrangements. 2. Fragmentation of the use of funds. The project is difficult to form resultant force. 3.The threshold of project establishment is high. 4.The cost of declaration is high. 5. The project is difficult to carry out according to the established plan. In view of the problems existing in the comprehensive agricultural development project in Zhejiang Province, the following suggestions are put forward: 1. To do a good job in publicity and mobilization, scientific choice of project. 3, the project should be declared and approved by competition, dynamic management. 4, the form of project support can be further innovated. 5. In establishing the investment scale of the project, introduce the cost budget department audit. 6, explore the financial subsidy project after the establishment of subsidy mechanism. 7, further improve the loan discount project management mode. 8. Relax the financial subsidy project reporting voucher requirements. 9, do a good job of building clean government. In short, Zhejiang Province to implement comprehensive agricultural development industry support project is a long-term work, it involves all aspects of the relationship. Not in a few years to improve, need the government, enterprises, farmers to explore and practice, under the leadership of the National Office of Comprehensive Agricultural Development, combined with provincial conditions to improve the level of construction and management of the project, so that it is scientific. Sustainable development, continuously improving the soft power of serving the work of agriculture, rural areas and farmers, and realizing the strategic goal of urban and rural development as a whole, the research of this project needs to be further deepened.
