【摘要】：土地,是农民的生存之本、衣食之源,一直以来是农民也是党中央最为关心和重视的问题。为了深化农村土地改革,明确土地权利归属,为土地流转奠定基础,解决土地归属纠纷,中央决定开展土地确权,即农村土地承包经营权确权登记颁证试点工作。土地确权档案对于巩固土地确权成果,建立土地信息管理平台,保障农民合法土地承包权益具有重要意义。本文主要包括五个部分。第一部分是绪论部分。首先从研究背景入手,明确本文的研究目的以及学术价值与现实意义。然后梳理土地确权档案的文献研究现状,阐述本文的研究内容、研究思路和方法,最后阐述本文的创新点。第二部分是对土地确权档案工作进行概述。首先是土地确权、土地确权档案、土地确权档案工作的概念进行阐述,然后介绍土地确权工作的基本情况,接着阐述土地确权档案工作。具体从土地确权档案工作的重要性、与土地确权工作的关系、土地确权档案工作的范围和土地确权档案工作内容四个方面阐述。第三部分是土地确权档案工作现状分析。先介绍了我国及我省的土地确权档案工作概况,然后通过社会调查法,把收集的问卷数据和实地访谈结果进行统计整理,概括安徽省蚌埠市土地确权档案工作的现状,总结档案工作的成绩和存在的问题。第四部分主要对蚌埠市土地确权档案工作存在的问题提出建议和对策。有:重视收集工作;落实及时归档制度;加强土地确档案规范化建设;扩大宣传,增强全社会档案意识;加强档案服务利用;加强基层档案行政执法。最后一部分是全文的总结以及本文的不足之处。我国农村档案工作发展缓慢,需要不断改善加强,安徽省是最早一批开展土地确权全省试点的省份,本文选择安徽省蚌埠市作为实地调查对象,调查发现安徽省蚌埠市土地确权档案工作取得了显著成绩。如建立了各项档案管理工作相关制度,建立健全县、乡(镇)、村三级档案管理指导服务体系,建立监督检查机制,改善农村基层的档案保管条件等等。但是也存在收集不全、滞后归档、档案整理不细致、规范,宣传不到位,利用率低,行政执法不到位6个问题,根据这些问题的主要原因提出以下发展性建议:重视收集工作;落实及时归档制度;加强土地确档案整理工作规范化管理;扩大宣传,增强农村档案意识;加强档案服务利用;加强基层档案行政执法。
[Abstract]:Land is the survival of the farmers, the source of food and clothing, has been the concern and attention for farmers is the Central Committee of the party. In order to deepen the reform of rural land, clear land ownership rights, lay the foundation for the transfer of land, solve the land ownership dispute, the central government decided to carry out land ownership, which is indeed the right registration of rural land contract management rights the pilot certification. Land ownership archives for the consolidation of land ownership, the establishment of land information management platform, it has important significance to protect farmers' legitimate interests in land contracting. This paper consists of five parts. The first part is the introduction part firstly starts from the research background, the research purpose and clear academic value and practical significance. Then the status quo of literature study of land ownership archives, expounds the research contents of this paper, research ideas and methods, finally expounds the innovation of this paper is the second part. Land ownership archives are summarized. The first is land ownership, land ownership archives, expounds the concept of land ownership archives, and then introduces the basic situation of land ownership, land ownership archives. And then expounds specifically from the importance of land ownership archives work, relationship with land ownership, the four aspects of archives the scope of land ownership and land ownership of the work of archival work in this paper. The third part is the status of the right of archives work land. The fourth part mainly exists in Bengbu city land ownership archives work problems Put forward some suggestions and countermeasures.: the importance of collecting work; to implement the timely filing system; strengthen the land that Construction Archives standardization; expand publicity, enhance social awareness of archives; strengthen the archives service utilization; strengthen the archives administrative law enforcement level. The last part is the deficiency in this paper and summarizes the development of China's rural archives work. Slow, need to continuously improve and strengthen, Anhui province is one of the first batch of pilot provinces in the province to carry out land ownership, this paper chooses Anhui city of Bengbu Province as investigation object, the survey found that Bengbu city is indeed the right to land in Anhui Province archives work has made remarkable achievements. Such as the establishment of the archives management system, establish and improve the county, township (town), the village of three archives management guidance service system, establish supervision and inspection mechanism, improve the rural grassroots archives storage conditions and so on. But there are also collecting incomplete filing lag, Filing is not detailed, standardized, publicity is not in place, the utilization rate is low, the administrative law enforcement is not in place 6 problems, put forward the following suggestions according to the development of the main reasons for these problems: the importance of collecting work; to implement the timely filing system; strengthen the land that the filing of standardized management; expand publicity, enhance rural archives consciousness; strengthen the archives service utilization; strengthen the archives administrative law enforcement level.
