莆田市返乡农民工创业扶持政策研究

【摘要】：返乡农民工创业带动了城乡之间在市场、资本、信息、技术、管理、人才和理念等领域的密切联系和深度融合,为发展现代农业、推进农业供给侧结构性改革注入新鲜活力。尤其在当前的"大众创业、万众创新"时代,农民工返乡创业已经成为实现农村劳动力转移就业、新型城镇化和新型农业现代化全面协调可持续发展的重要路径。莆田市地处福建省沿海中部,是闽中地区的政治、经济、文化中心。近年来,随着莆田市经济发展不断加快,区域内创业环境不断改善,一批外出务工人员在积累了一定的资本和技术后,纷纷选择返乡创业就业。为积极应对返乡潮,莆田市政府在落实国家和省级有关扶持政策的基础上,积极制定配套政策,推动返乡农民工创业。如何制定有效的返乡农民工创业扶持政策,完善相关政策体系,成为当前莆田政府亟待解决的问题。在这种背景下,论文综合运用文献法、问卷调查法、描述性统计分析法等,利用实地调研获取的数据,对莆田市返乡农民工创业扶持政策需求及存在的问题进行了分析,提出了对应的对策建议,进一步补充了已有的理论体系,为政府扶持农民工返乡创业提供新的理论依据,同时也为其他地区开展返乡农民工创业扶持政策研究提供参考,具有重要的现实意义。论文的研究思路为:首先对国内外相关文献资料进行了梳理,并对相关的概念以及理论基础进行介绍,其次利用实地调研获取的数据资料,对莆田市农民工返乡创业的发展现状进行了分析,最后在创业扶持政策评价的基础上,提出了完善莆田市返乡农民工创业扶持政策的建议。论文得出的主要结论有:(1)在不同的行业,莆田市返乡农民工表现出的政策需求不同,莆田市返乡农民工的政策需求主要集中在如何有效防范经营风险,对于该行业,返乡农民工的经营风险较大,但是大多数农民工自身综合素质有限,使得该类创业者对经营风险的关注度较高,对于防范风险的政策需求较大。(2)在莆田市返乡农民工创业者中,男性创业者要远远大于女性返乡创业者,初中及以下文化程度的占到一半以上,莆田市返乡农民工创业者学历程度普遍呈现出偏低的趋势,返乡农民工创业领域主要集中在第一产业和第三产业,创业融资渠道较为狭窄,商业银行等金融机构给返乡创业农民工的扶持作用尚未得到发挥。(3)相比而言,简化审批手续,积极开展创业培训服务满意度占比较高,对地方政府提供的金融贷款政策执行满意度较差,纳税困难个体可申请延期缴纳税款方面,满意度分布不均匀。(4)莆田市现行返乡农民工创业扶持存在的问题主要体现在返乡创业基础设施较差,用地困难、返乡创业资金短缺,融资困难、税费负担重,摊派问题突出等方面。(5)为了进一步提高莆田市返乡农民工创业扶持政策的效果,需要创新金融扶持、加大税收政策扶持、加强教育培训、完善社会保障,建立返乡农民工创业的保护性政策机制、强化政策执行力度等。

How to develop effective policies to support entrepreneurship, perfect policy system, the government of Putian has become the urgent problem to be solved. In this background, the integrated use of literature, questionnaire survey, descriptive statistical analysis, using field survey to obtain the data, migrant workers entrepreneurship support policy needs and problems of returning home in Putian city were analyzed, the corresponding countermeasures and suggestions were put forward, a supplement to the existing theory system, provide a new theoretical basis for the government to support migrant workers returning home for business, but also for other areas of migrant workers entrepreneurship support policies with reference to the research. (2) the return of migrant workers in the city of Putian entrepreneurs, male entrepreneurs is much larger than the female home entrepreneurs, junior high school And below education accounted for more than half of the city of Putian, migrant workers entrepreneurs education generally exhibit low trend, the return of migrant workers is mainly in the area of the first industry and the third industry, venture financing channel is narrow, the supporting role of commercial banks and other financial institutions to migrant workers has not been exploited.
