安徽省涉地指标有偿调剂机制研究

【摘要】:文章首先结合涉地指标产生的背景:新型城镇化快速推进、耕地和经济的双保难题、农村土地整治资金短缺,阐述了我国涉地指标有偿调剂的发展历程及趋势。其次,本文通过查阅文献资料和调查走访,搜集了全国主要涉地指标有偿调剂的相关资料,并最终选取了土地整理折抵指标、建设用地置换指标、基本农田补划指标、城乡建设用地增减挂钩指标、人地挂钩指标、工矿废弃地复垦利用指标、耕地占补平衡指标、建设用地指标等八个主要涉地指标作为本课题的研究对象,并简要阐述了八大指标的内涵,同时按照指标作用的不同,将其归纳为保资源型和保发展型两大类型。再次,文章分别阐述了八大涉地指标的有偿调剂程序及其收益分配办法。试图清晰地展示各涉地指标的脉络,了解其运行轨迹和存在的偏差。然后,文章着重分析了安徽省正在实施的涉地指标,对安徽省现有的涉地指标进行梳理,从有偿调剂流程、作用和局限、各主体之间收益分配比例等角度进行了深入分析,并进行了省内省外调研实证,学习和借鉴全国范围内先进的有偿调剂经验,旨在为安徽省建立科学、高效、合理的涉地指标有形市场、进一步提高安徽省涉地指标有偿调剂的市场化程度提供经验启示。鉴于全国各地普遍存在的涉地指标收益分配模糊、无科学理论依据的实际,本文构建了按投入要素进行分配的收益分配模型,以河北省某区为例,分析在增减挂钩指标有偿调剂过程中各利益主体对土地增值的贡献度即在土地增值过程中各利益主体所投入要素的比例,再根据土地增值贡献度决定各利益主体之间的分配比例。该收益分配机制的创新为安徽省积极探索各类涉地指标有偿调剂机制提供了新的思路,值得安徽省学习借鉴。最后得出本文的研究结论,并从六个方面讨论了今后如何更好地在新型城镇化的大背景下于安徽省内开展涉地指标的有偿调剂:建立全省统一的涉地指标交易有形市场:将耕地保护落到实处;实行涉地指标异地交易的配套政策;切实保障农民利益;加强政府监督,设定可调边际;营造公平公正的交易环境。
[Abstract]:First of all, the paper combines the background of land related indicators: the rapid development of new urbanization, arable land and economic protection problems, rural land renovation funds shortage. This paper expounds the development process and trend of paid adjustment of land related indicators in China. Secondly, this paper collects the relevant data of paid adjustment of land related indicators in the whole country by consulting literature and investigation and visiting. And finally selected the land consolidation offset index, construction land replacement index, basic farmland replenishment index, urban and rural construction land increase or decrease index, human land link index, industrial and mining abandoned land reclamation index. There are eight main land related indexes such as the balance index of cultivated land occupation and compensation, the index of construction land and so on, as the research object of this subject, and the connotation of the eight indexes is briefly expounded, and according to the function of the index, the function of the eight indexes is different. Again, the paper expounds the paid transfer procedure and the income distribution method of the eight land related indicators, and tries to clearly show the context of each land related index. Then, the paper analyzes the land related indicators being implemented in Anhui Province, combs the existing land related indicators in Anhui Province, from the paid adjustment process, role and limitations. In order to set up a scientific and efficient way for Anhui province, the paper makes a deep analysis on the proportion of income distribution among the main bodies, and carries out the investigation and demonstration inside and outside the province to learn and learn from the advanced experience of paid adjustment in the whole country in order to establish a scientific and efficient way for Anhui Province. Reasonable tangible market of land related indicators, further improve the marketization of land related indicators in Anhui Province to provide experience and inspiration. In view of the prevalence of land related indicators throughout the country the distribution of income is vague. Without scientific theory, this paper constructs a model of income distribution according to input factors, taking a certain area of Hebei Province as an example. This paper analyzes the contribution of each interest body to the land increment in the process of paid adjustment of the increase or decrease index, that is, the proportion of the factors invested by each interest body in the process of land increment. Then according to the contribution of land value-added to determine the distribution ratio between the main interests. The innovation of the income distribution mechanism provides a new way for Anhui Province to actively explore various land related indicators paid adjustment mechanism. It is worth learning from Anhui Province. Finally, the conclusion of this paper is drawn. And discussed from six aspects in the future how to better carry out the land related index in Anhui Province under the new urbanization big background: establishes the whole province unified land related index transaction tangible market:. Carrying out the protection of cultivated land; Carrying out the supporting policy of local-related index transaction; To ensure the interests of farmers; Strengthening government supervision and setting adjustable margin; Create a fair and just trading environment.
